Job Responsibilities
As the Chief Accounting Officer you will provide executive oversight and strategic leadership for all statewide accounting functions of the Comptroller General's Office (CGO) spanning technical accounting, financial reporting, compliance, accounts payable auditing and payroll operations. You will work with the Comptroller General to set the strategic direction of the CGO's governance of all statewide accounting functions of over 100 agencies, institutions of higher education, and other stakeholders.
JOB DUTIES:
You will direct the daily and strategic operations of the Statewide Financial Reporting, Statewide Accounting, and Statewide Accounts Payable/Payroll divisions of the CGO ensuring all processes and procedures maintain compliance with applicable generally accepted accounting principles, government accounting standards, and industry best practices.
You will serve as a trusted advisor to the Comptroller General. Participate in problem-solving, decision-making, and planning at the executive level. Lead strategic projects and initiatives at the direction of the CG. Develop short-term and long-term plans to fulfill the agency's mission and establishes meaningful performance metrics to drive operational excellence across the organization.
You will develop a high-quality governance environment by improving existing and introducing new policies and procedures. Build efficiencies into all aspects of the organization's operations including systems and processes. Champion the implementation of all enhancements and maximizes the socialization across the organization.
You will represent the CGO in a variety of meetings and conferences. Meet with elected and appointed officials, business and public representatives, and state agency representatives. Provide technical support to other central state financial offices and relevant stakeholders.
Minimum and Additional Requirements
Bachelor's degree in Accounting, Business Administration, or Finance with at least ten (10) years of progressively responsible accounting experience, five (5) of which as senior management of an organization's accounting and/or financial management function.
Must be a licensed Certified Public Accountant (CPA) or Certified Management Accountant (CMA)
Must have a thorough knowledge of generally accepted accounting principles (GAAP), government accounting standards, and industry best practices.
Preferred Qualifications
Knowledge of accounting, budgeting and fiscal affairs, and administrative operations.
Extensive management experience and in-depth knowledge of state laws that govern statewide financial processes.
Knowledge of accounting and financial management software and/or systems.
