Job Responsibilities/Duties

The Chemical Engineer this position is responsible for developing and maintaining software related to dynamic process modeling and implementing process flowsheet models needed to prepare the River Protection Project System Plan, Integrated Waste Feed Delivery Plan, Multi-Year Operating Plan and Tank Waste integrated Flowsheet.Plans and conducts work requiring judgment in the independent evaluation, selection and adaptation of standard techniques, procedures and criteria. Demonstrates problem-solving skills.

May function as a group participant on special assignment as assigned by the supervisor.Design, develop, unit test, and maintain software features on Microsoft platforms in languages including C# and SQL. Work in collaborative, team-oriented environment producing deliverables on an interactive (Agile) cadence.Perform a variety of modeling tasks related to the operation and analysis of dynamic process models in support of flowsheet development for system planning and analysis

Set high standards of performance for self and others

Be customer service oriented, completing assignments safely, on time and within budget

May function as lead specialist engineer on a task force or special assignment

Required Qualifications

BS in Chemical Engineering or related Engineering discipline and 2-6 years of related experience.

Desired Qualifications

Computer programming experience

Experience in software engineering and/or application development including programming using any of the following languages/technologies considered desirable: C#, WPF/XAML, Windows Forms, Gensym G2, SQLServer, Subversion, Atlassian JIRA, Tableau.Familiarity with current software and database development environments including software quality assurance standards and software configuration management processes.Experience with Tank Farm Operations is a plus.Self starter with ability to complete assignments of high quality and on schedule

The position will be located in our Richland Field Office (RFO) in Richland, WA. The Waste Management and Transition Engineer position regulates hazardous waste cleanup and RCRA activities at some of the most challenging facilities at Hanford and minimizes their impact on the air, land, and water by preparing dangerous waste/RCRA permits and CERCLA cleanup documents for facilities and cleanup sites in the Waste Management and Transition Projects. Statewide impacts Duties The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site. Some of the key work activities of the Waste Management and Transition Engineer position include: * Provides professional engineering work as a licensed Professional Engineer for the regulatory oversight of dangerous waste/RCRA permitting for facilities and cleanup sites in the Waste Management and Transition Projects, and in the rest of the Nuclear Waste Program. * Performs environmental engineering reviews of plans and specifications, site plans, dangerous waste/RCRA permits, air and water permits and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and MTCA remedial documents. * Negotiates and prepares permits and cleanup documents. Interpret state dangerous waste regulations, RCRA, state and federal air and water regulations, Model Toxics Control Act (MTCA) and CERCLA regulations, agency/program policies, technical engineering guidelines and procedures covering design requirements, engineering review and operation and maintenance requirements for environmental control and management of Hanford and non-Hanford regulated facilities. * Reviews and comments on design of systems for control of air emissions during waste treatment and facility D&D (Decontaminate & Demolish). * Evaluates waste treatment technologies for compliance with LDR (Land Disposal Restriction) requirements. * Provides engineering reviews of permit requirements and cleanup decision documents. Draft permit conditions and cleanup decision documents for facilities to ensure compliance with the applicable regulations. * Conducts engineering inspections and quality control evaluations on the Hanford site and at non-Hanford regulated facilities to ensure compliance with design submittals and regulatory requirements. * Provides general professional engineering support to Project and Section Managers on projects currently underway and proposed as part of the Hanford Cleanup. * Reviews designs and documents for compliance with applicable requirements. * Provides recommendations to management on emerging issues and issues of concern regarding the project assignments. * Provides guidance and leadership to other technical staff on assigned tasks. * Works with Headquarters technical staff on assigned state-wide issues. EE2 in-training level This position is designed in-training and may also be filled at the EE2 level. At the Environmental Engineer 2 level, the incumbent performs the same duties listed above with the exception of making final engineering decisions, and the work is spot checked and reviewed by a licensed Professional Engineer. This recruitment will remain open until filled. The initial screening will be April 23, 2018. We will consider applicants who meet the requirements for the Environmental Engineer 2 and 3 levels. Required Qualifications: At the Environmental Engineer 3 Level: Salary Range: 67 – ($5603 - $7353 Monthly) A Master's degree with a major study in one of the following engineering fields: sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND two (2) years of experience in environmental engineering. OR An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three (3) years of experience in environmental engineering. NOTE: A Ph.D. in one of the above engineering fields will substitute for two years of the environmental engineering experience. NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class. At the Environmental Engineer 2 Level: Salary Range: 61 – ($4832 - $6341 Monthly) A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field AND One (1) year of experience in environmental engineering. OR An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field AND Two (2) years of environmental engineering experience. Desired Qualifications: Demonstrates ability to perform environmental engineering review of plans and specifications, site plans, dangerous waste, water and air permits and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and MTCA remedial documents.
