POSITION OVERVIEW

SteerBridge seeks a licensed Electrical Engineer (EE) to support the Department of Veterans Affairs (VA), Office of Acquisition, Logistics, and Construction (OALC), Office of Construction and Facilities Management (CFM), Consulting Support Service (CSS), in providing consulting services on the design of electrical systems including lighting, primary medium and secondary low voltage distribution systems and emergency and standby power. The EE resolves the most unusual and most complex problems and difficulties with electrical design and construction for specialized VA facilities and provides electrical engineering consulting support to CFM members and field engineering offices on the application of advanced electrical engineering methodologies. The Electrical Studies Program includes but is not limited to Arc Flash, Power system Faults, Over-Currents Coordination, Facility Condition analysis of the electrical systems. In addition, this incumbent works with other electrical technical leads (TLs) and contracting officer representatives (CORs) to develop the long- and short-range plans, goals, and objectives as they apply to the Electrical Studies Program.

  • Must be eligible and able to pass a federal background check, as well as complete the necessary processes to receive a VA Personal Identity Verification (PIV) badge.
  • Provide a minimum of three (3) examples of projects demonstrating experience relevant to the Statement of Work for this project. Each project must identify:
  1. The dollar value of the project (500,000 SF or larger)
  2. The year the project was completed or if it is ongoing; and,
  3. the individual’s specific responsibilities or assignments on that project.
  • Must be willing to travel to various VAMC locations as needed and required by Task Orders.

EDUCATION & YEARS OF EXPERIENCE

A registered engineer license in Electrical Engineering with a proven minimum of five (5) years of experience in practice and design of electrical systems is required.

MODE OF WORK

Some responsibilities may be performed remotely. Additionally, certain duties will require an onsite presence at specific VA Medical Centers (VAMCs) or designated locations. Occasional travel to other specified sites is also necessary.

RESPONSIBILITIES

The EE serves as the Subject Matter Expert (SME) with broad and deep knowledge and experience in applying the principals of NFPA 70, NFPA-70E (Standard for Electrical Safety in the Workplace); and IEEE 242-2001 (Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems). Extended knowledge and practice with SKM software used in Electrical Studies Program is an essential factor for this engineer.Key Responsibilities Include:
  •  The Electrical Engineer shall have a clear understanding of the essential requirements of the Electrical Study Program SOW and the submission requirements. 
  • The Electrical Engineer shall ensure that the requirements of the Electrical Study SOW are met. The goal is to improve the overall quality of the Electrical Study submittals by providing reviews, comments, and feedback. 
  • The reviews must involve experts who have experience performing these types of studies successfully and are technically competent to provide insightful comments to improve the Electrical Study Program quality. 
  •  Ensuring a detailed review of the study performed in a timely manner. 
  •  The review comments assist the engineering staff at the medical centers regarding the key issues of the study (purpose, methods, inputs, calculations, settings, schedules, costs, etc.). 
  • Arrange a re-occurring internal meetings with CFM electrical Study Member within 10 days of task order award. 
  •  Review reports and deliverables from executed Electrical Studies contractors. 
  • Document findings and provide VA expectations to studies contractors on various projects. 
  •  Monitor the task order's working progress and provide the contractor with the point of contacts to collect information and conduct additional site surveys. 
  • Review the 60% progress report submittals. This submission shall include the analysis, drawings, and calculations for the Primary Distribution System and Partial Secondary Distribution System for each building and other requirements from SOW section IV.b 
  • Coordinate with contractor to conduct a meeting with stakeholders to review the 60% submission comments. 
  • Review the 90% progress report submittals. This submission shall present a complete report with the analysis, drawings, and calculations of the entire electrical system including the primary and secondary distribution and items listed in the SOW. 
  • Coordinate with contractor to conduct the study baseline review meeting with stakeholders. In this meeting, the contractor shall present top 10 findings and recommendations for the electrical systems' deficiencies. 
  • Coordinate with contractor to conduct a meeting with stakeholders to review the 90% submission comments. 
  • Review the final (100%) submission. Ensure all comments are addressed and listed in the report. 
  • Coordinate and verify that the contractor delivers the final documents to the stakeholders. 
  • Work with contractor to arrange a task order's kick-off meeting with Stake Holders (VHA, CAM, VAMC) 
  • Conduct a site visit and host an electrical study's kick-off meeting at each medical center listed in the task order.
  • Additional travel to locations as required. 

 PROESSIONAL QUALIFICATIONS 

  • Demonstrated mastery of the advanced concepts, theories, and practices of power, lighting, and communications electrical engineering systems sufficient to investigate and provide consultative services on the entire range of systems, processes, and components inherent in the design and construction of new generation hospitals and related structures, including all medical specialties.
  • Must have knowledge and experience in applying the principals of NFPA-70E (Standard for Electrical Safety in the Workplace); IEEE 1584 (Guide for Performing Arc Flash Calculations), and IEEE 242 (Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems).
  • Comprehensive knowledge and experience in electrical system design and installation of medium (35Kv) and low voltage (600 V) distribution, control, relays, emergency, and standby power system in large hospital and/or medical center (500,000 square feet and larger), and Mission Critical Facilities.
  • Mastery of methodologies and hypotheses used to conduct load, lighting, short circuit, overcurrent and systems coordination, Arc flash analysis, voltage drop calculations and assess the adequacy of proposed systems, standards, criteria, and safety requirements.
  •  Proven record in electrical project management and experiences in Power System Coordination, Fault- Current and Arc Flash analysis for complex large Medical Center and/or Mission Critical Facilities.
  • Comprehensive knowledge of the various medical and functional needs and the associated impact on the overall mission, design concepts and functional needs.
  • Knowledge and skill sufficient to research and evaluate the latest developments in the electrical engineering field and technical requirements.
  • Comprehensive knowledge of advanced quantitative and qualitative methodologies sufficient to conduct studies and research on existing systems and new technological advancements and determine the life expectancy, cost effectiveness, and feasibility for VA needs
  •  Knowledge of related engineering disciplines such as architectural, civil, mechanical, and plumbing/ sanitary engineering.
