Hiring Range: $118,000 - 150,000. This is an exempt salaried position. Please note: pay rates are based on education, skill, experience level and internal equity. The Operations, Strategy & Innovation (OSI) division of Child, Family, and Adult Services (CFAS) leads the pursuit of more efficient and effective services and helps CFAS achieve its strategic vision. We keep the wheels turning day to day, from budget and quality control to resource management and staff development. OSI helps the department decide where it's heading and how to get there with data informed decision making. Position Summary

The selected individual will oversee the business operations of the CFAS Department and the Operations, Strategy and Innovation (OSI) Division, which includes strategic planning and evaluation, quality improvement, accreditation, program integrity, fiscal compliance, IT services, training, grants and compliance, regulatory issues, personnel, space planning, logistics of major events and coordination of public information. This position will report directly to the CFAS Department Director, work collaboratively across program areas, and coordinate overall direction of business strategy and quality improvement across all five of the CFAS divisions (OSI, Youth & Family Services, Services for Adults, Early Childhood Initiatives and Clinical and Contractual Services). The Business Operations Director/OSI Division Director also serves on various committees, workgroups and initiatives internally and externally to the Department.

Essential Functions

  • Develop, implement and analyze short-term and long-term organizational goals and related strategies and to ensure compliance with Federal, State and local rules and regulations

  • Accountable for all financial aspects of the department, liaising with all division directors and county structures for budget preparation, contracting, contract management, financial reporting, grant preparation and grant management

  • Support contract negotiation, management and evaluation for services that may be provided via a contracted vendor and will be coordinated with the Mecklenburg County Procurement Director in accordance with protocols and procedures

  • Provide oversight and direction for implementation of programs/services

  • Collect data for performance measurement and quality assurance purposes

  • Lead department evaluation process which provides framework for evaluating outcomes, cost effectiveness, process improvement, and customer satisfaction of all purchased and provided services

  • Provide IT support and coordinating with existing county services for any unique IT needs of the department

  • Coordinate staff development and training for the overall department

  • Manage the strategic planning process under the direction of the Director

  • Manage the measurement and monitoring of data for compliance and operational results

  • Provide input into decisions and/or recommendations related to personnel, staffing, budget process, safety programs, job classifications, workforce diversification, technology, etc.

  • Responsible for effectiveness and efficiency of support services integration within the division

  • May be responsible for the oversight and coordination with Human Resources Department for recruitment, retention, employee relations, and benefits activities

  • May oversee Department/ Agency public interactions via the website and social media, determine effective internal communication methods, and oversee those campaigns.

Minimum Qualifications

Experience:

Minimum of six years of progressively responsible management experience directly related to the operations management of a public health or human services agency.

Education:

Bachelor's Degree in business administration, public administration, public health, human services or a technical field, or related field.

Licenses and Certifications

  • May require a valid North Carolina or South Carolina driver's license

  • May require the ability to obtain and maintain a County Operator Permit

Preferred Qualifications

  • Master's degree in Business Administration or Master's degree in Public Administration.

  • Advanced proficiency in various computer programs including Microsoft Office Suite, specifically Excel
