Certified Police Patrol Officer - Real Time Information Center

The purpose of this class within the organization is to patrol an assigned district during one of three shifts to enforce the ordinances and statutes of the City of Hampton and State of Virginia. This class works under close supervision according to set procedures.

Minimum Requirements

• Requires High School graduation or GED equivalent, preferably supplemented by specialized courses/training equivalent to completion of one year of college in in Police Science or related field of study preferred.

• Must possess a valid driver's license and must have and maintain a satisfactory driver's record based on the City of Hampton's criteria.

• Must pass City physical examination, background investigation (to include polygraph examination), and physical agility examination.

• Must be at least twenty-one (21) years of age.

• This position is safety sensitive and is subject to testing for alcohol and controlled substances in accordance with the City's current substance abuse policy.

Additional Requirements

• Must be a current Virginia Department of Criminal Justice Services (DCJS) Certified Police Officer.

• Requires frequent travel throughout the city and be rotated to any Police Officer position within the Police Division

• Must be able to maintain the ability to provide credible testimony in court, to the magistrate and in other situations where credibility will be of importance.  A sustained finding of untruthfulness at the conclusion of an internal investigation may result in immediate termination.

When Assigned to Real Time Information Center:

The Real Time Information Center (RTIC) Police Officer operates video equipment platforms including but not limited to surveillance camera systems, automatic license plate reader systems, traffic enforcement camera systems, and video evidence storage systems. This position requires effective communication with public safety personnel, basic computing skills, and works under general supervision according to set procedures.

Examples of Work:

The tasks listed below are representative of the time spent working in this position.  Management may assign additional tasks related to the position as necessary.

• Monitors live video feeds to identify suspicious and/or criminal activity.  Effectively communicates observations to field personnel.

• Monitors police radio channels and views live video feeds in support of public safety response to incidents.  Effectively communicates observations to responding personnel.

• Reviews recorded video to research activity related to active investigations.  Creates, stores, and shares video files for evidentiary purposes in compliance with law, policy and best practices.

• Reviews traffic enforcement cameras for accuracy and authenticates violations.  Testifies in court when required for video traffic enforcement case prosecution.

• Communicates via radio, telephone, and electronic media with public safety personnel to provide real time information in support of operational/investigative responses to incidents.

• Operates software applications including but not limited to Microsoft Office products, Adobe, Computer Aided Dispatch (CAD), Ocularis Video Management, Records Management (RMS), and Zoom.

• Any other duties as assigned.

Work week may include evenings, holidays, and/or weekends.  Must maintain law enforcement certification according to DCJS standards.  Performs duties under the supervision of the Planning, Research and Analysis Sergeant and the RTIC Commander. Must maintain professionalism and confidentiality of information.  This is a non-exempt, part-time position.  Preferred for applicant not to be employed with another law enforcement agency upon accepting this position.
