Duties

Performs house inspections and reviews for rehabilitation.

1.Reviews work specifications and cost estimates or housing rehabilitation, blueprints for new construction, utilizing background and experience in home construction / rehabilitation, plumbing, carpentry, electrical, etc.

2.Performs inspections and monitoring of contractors performance to ensure quality work, compliance with specifications and enforce housing code requirements.

3.Certifies payments for contractors and secure homeowner/contractor signatures.

4.Reviews all change orders and deficiencies and approve or deny.

5.Plans and schedules the pre-construction conference to include but not be limited to: walk-through final review and agreement of specifications.

6.Advertise jobs, solicit bids and prepares contracts for work to be done utilizing work specification.

7.Prepares monthly reports and analyzes of housing activity.

8.Assists in recruiting and developing a pool of contractors.

9.Attends meetings, conferences and training sessions.



  1. Occasionally will write specifications and cost estimates.

  2. Performs other related duties as assigned or required.


Minimum Qualifications

MINIMUM QUALIFICATIONS:

  • High School Diploma or GED from an accredit institution.

  • Four (4) years experience in inspections/housing rehabilitation, construction or related field.

  • Thorough knowledge of the City of Shreveport's housing code and related Ordinances; verbal facility; tact and diplomacy; ability to read and interpret work specifications, cost estimates, blueprints and write work specifications, decision maker and a demeanor that generates confidence, respect and trust.

  • Necessary certifications are Housing Rehabilitation by the Southern Building Congress, lead paint and asbestos abatement by the Louisiana State Department of Environmental Quality.

  • Must possess a valid driver's license.

Physical Requirements:

1.Performs frequent, extensive and prolonged walking over rough and uneven surfaces as well as getting in and out of vehicles multiple times throughout the entire work day. 2. May require regular and prolonged bending, stooping, squatting and kneeling while working confined spaces.

3.Tasks include operation of handheld computer and regular computer equipment.

4.Tasks require lifting and carrying moderately heavy (20-50 pounds) and heavy (50-100 pounds).

5.Tasks require operation of hand tools which involve coordination, strength and manipulative abilities.

6.Requires color, sound, depth and visual perception and discrimination. Must communicate orally.

7.Job must be performed with or without accommodations.

Work Environment:

1.Task requires that work be performed in adverse environmental conditions.

2.Inspections may be performed in all types of weather conditions and may be exposed to insects.

3.Will be required to address angry customer in the course of job.
