Position Information

Central Purchasing & Contracts Administrator (EM-08)

$10,211/month

Plans, develops and administers the centralized purchasing and construction and consultant contracts program of the City and County of Honolulu; administers the city's real property management and housing relocation programs; and performs other related duties as required.

Current Vacancy Information:

There is one (1) vacancy with the Department of Budget and Fiscal Services, Purchasing Division.

The Purchasing Division is responsible for the centralized procurement of all materials, supplies, equipment, construction, and services, including consultant and professional services, for City departments and agencies; maintaining inventory of all City personal property; including exchange, disposal, sale or transfer of surplus equipment. This program is also responsible to manage the City's Sponsorship program, administer the relocation of displaced tenants, and is also responsible for the repository of all City contracts and agreements.

Examples of duties of a Central Purchasing & Contracts Administrator, includes but is not limited to the following:

  • Plan, develop, execute, and control policies, procedures rules and regulations relating to the procurement of materials, supplies, equipment and contractual services by means of formal bid procedure or negotiation, informal contract or purchase order;

  • Review, analyze and revise existing procurement procedures and activities to ensure that operating departments needs are met and to assure their compliance with policies and regulations;

  • Develop policies and operating procedures relating to quantity purchase of materials and supplies;

  • Plan, develop, execute, and control policies, procedures, rules and regulations relating to the administration of consultant and professional services as related to procurement function;

  • Plan, direct and coordinate the preparation of the division's annual operating budget, six-year expenditure estimate and six-year revenue estimate;

  • Plan, develop, execute and control policies, procedures, rules and regulations relating to leasing, renting, letting or disposing of public property, and relocation services;

  • Plan, direct and coordinate the preparation of a variety of management reports such as the division's monthly, quarterly and annual performance reports as well as other special reports.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited college or university with specialization in business administration, public administration, economics or a related field.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Substitution: Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.

EXPERIENCE REQUIREMENT:

Five (5) years of professional purchasing work experience involving the procurement of goods, services, and construction through formal purchasing methods requiring the development of specifications and the establishment of contracts for the fulfillment of purchase, two of which shall have been in an administrative or supervisory capacity.

Such experience must have demonstrated knowledge of the principles and practices of supervision and administration; methods and practices of analyzing and developing procurement organization, systems and procedures, purchasing principles and practices; and laws, ordinances and regulations, governing construction contracts, purchases, expenditure of funds, agreements and sales contracts; policies, procedures, rules and regulations relating to leasing, letting or disposing of public property; policies, procedures, rules and regulations relating to the housing relocation program; public relations; and the ability to plan, organize, coordinate and direct the work of a central purchasing agency; review and control purchasing transactions and records; develop new sources of supplies; develop, interpret and explain laws, ordinances and regulations relating to the procurement of materials, supplies, equipment and contractual services; review contracts and agreements for propriety and legality; and promote and maintain good relations with others.
