POSITION SUMMARY

An employee in this position manages the work of a group of Permitting and Development Technicians in the provision of customer service for the Development Services Department to citizens in various stages of the Harnett County's development process. This includes: training new employees; spot-checking work and recommending changes in work procedures to improve services; answering questions and troubleshooting problems; and handling complex cases. The employee also sits at a desk and serves as a Permit Technician: answering questions and advising customers on processes; eliciting information needed to complete applications; reading and interpreting deeds, site plans, and subdivision plats; compiling reports and data; utilizing internal resources to access maps and documents; explaining use of telephone and computer resources; and collecting money for permits. The employee works closely with many County departments, especially departments using or generating data and permits, and works with software and hardware vendors, representatives of community groups and citizens in the permitting process. Work is performed independently under the general direction of the Building Services Manager and is evaluated through observation and the quality and effectiveness of the work.

DUTIES AND RESPONSIBILITIES

  • Supervises permitting technicians in the issuance of a variety of permits and approval of plans in a centralized customer service setting; determines priorities and resolves questions on unusual permit situations; assures employee training and orientation to new procedures; works collaboratively with staff to make improvements in procedures.

  • Maintains work record of permitting staff, as well as performing yearly reviews of staff and creating and maintaining achievable goals for staff to accomplish.

  • Processes permit applications and issuance of residential, commercial and water/sewer taps.

  • Researches needs and recommends program objectives and goals related to the continued growth of the unit; reviews emerging technologies related to applications and processing and determines applicability to county processes; acts as project manager in the implementation of systems to meet user needs and interests.

  • Analyzes systems to code, test, document, and implement permitting technology systems; develops standards for programs and develops on-going database maintenance standards based upon continuing program development; troubleshoots and corrects errors within application software.

  • Propose, develop and implement projects designed to streamline and expand services to customers such as website permitting; develops and implements marketing strategies to recruit users; plan and conduct publicity campaigns projects; evaluate on-going projects with 'fine-tuning' as needed.

  • Plans and develop policies and procedures required to implement the department records management program including preparation of miscellaneous reports for use by departments, management, citizens and other entities.

  • Monitors operations to maximize use of resources; develops evaluation systems and implements controls to ensure consistency in day?to?day operations in the areas of operation

  • Reviews residential site plans for compliance

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Graduation from a four or two -year college or university with course work in business or a related field

  • Three (3) years of related work experience in a local government or customer service setting preferably in a business, construction, real estate, building trades, or related field;

  • At least 2 years' experience in an office managerial role

  • Or equivalent education and/or experience;

  • Possession of a Public Notary certification (or willingness to obtain within first six (6) months of hire); and

  • Obtain a passing score on NC Code Official Qualification Board's Law and Administration Course within two (2) years of employment.

  • Knowledge of local codes and ordinances related to zoning, environmental health, construction trades and public utilities.

  • Knowledge of office practices and procedures.

  • Knowledge of correct grammar, vocabulary and spelling usage.

  • Knowledge of arithmetic and its applications in general office work.

  • Knowledge of other County departments' processes and procedures related to permits and development.

  • Skill in using engineering scale and reviewing site plans.

  • Skill in delivering customer service.

  • Ability to read and interpret deeds, ordinances, and maps related to land development.

  • Ability to explain complex documents, regulations, and terms in concise language.

  • Ability to work with interruptions and function successfully in a fast-paced work environment.

  • Ability to plan and organize administrative support activities and tasks.

  • Ability to establish and maintain effective working relationships with Department staff, other employees, builders, developers, and the general public.

  • Ability to gather and give basic information and instructions on Department programs.

  • Ability to gather and compile data from a variety of sources and maintain files.

  • Ability to pay attention to detail.

SUPPLEMENTAL INFORMATION

Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of perceiving sounds at normal speaking levels, speaking, expressing ideas by the spoken word, shouting to be heard above ambient noise, and walking. An incumbent must also possess the visual acuity to compile and compute data and statistics, operate a computer terminal proofread materials, work with color or depth perception, determine accuracy, do extensive reading, and inspect defects.
