HIGHWAY ENGINEER

Department: Highway FLSA Status: Exempt

Classification/Level: A-XIII (effective 7-20-2023) Date: 11/2021

Under the direction of the Highway Director, the Highway Engineer is responsible for planning, directing, coordinating and managing the engineering and technical services division of the Allen County Highway Department. This position is not covered (at-will) as defined by The Board of Commissioners of the County of Allen Employee Handbook.

ESSENTIAL FUNCTIONS:

  • Responsible for representing the Highway Department and the County in various planning groups and forums.

  • Supervises all Highway Engineering and Technical Services divisions of the Allen County Highway Department.

  • Oversees Local road and bridge engineering and construction programs, including, but not limited to, right-of-way acquisition, permit acquisition, utility coordination and construction and inspection activities.

  • Responsible for consultant solicitation, selection and management for transportation system projects, programs, inventories, studies and assessments.

  • Manages the Federal Aid program relevant to County transportation projects. Serves as primary point of contact with the Indiana Department of Transportation (INDOT) on Federal Aid projects.

  • Participates in the planning, preparation, and management of the County's annual Transportation Improvement Program, including project prioritization and program budget. Prepares, maintains and updates various periodic program reports.

  • Interacts with developers and their representatives to determine project requirements, exchange information, and facilitate planning and coordination on private and public development projects.

  • Provides interaction and correspondence with property owners, business owners and constituents on complaints, requests, and inquiries regarding transportation projects, operations, policies, and issues.

  • Performs all other duties as assigned.

REQUIREMENTS:

  • Bachelor's Degree in Engineering and five years' experience in roadway design and construction

  • Valid Professional Engineer license registered in the State of Indiana

  • Valid Driver's License to drive to and from job sites

  • Ability to obtain INDOT Employee of Responsible Charge (ERC) certification within one year

  • Strong management skills

  • Knowledge and fundamental understanding of Civil Engineering pertaining to roads, bridges, drainage, trails, traffic and transportation

  • Strong verbal and written communication skills

  • Knowledge of Federal Aid requirements and INDOT's "Local Public Agency" process

  • Strong computer skills with the ability to use Microsoft Office and other job-related software

DIFFICULTY OF WORK:

The Highway Engineer performs work that is broad in scope and of great intricacy when overseeing local road and bridge engineering and construction programs. Extensive adaptation is required to manage the Federal Aid program relevant to County transportation projects.

RESPONSIBILITY:

The Highway Engineer provides major contributions when participating in the planning, preparation, and management of the County's annual Transportation Improvement Program, including project prioritization and program budget. General objectives and boundaries are indicated and decisions and recommendations are reviewed for overall accomplishment and impact on agency mission.

PERSONAL WORK RELATIONSHIPS:

The Highway Engineer maintains frequent contact with other County employees, contractors, the Federal government and the public when managing the engineering and technical services division of the Allen County Highway Department.

WORKING CONDITIONS:

The Highway Engineer works in and out of a standard office setting with frequent sitting and the ability to move about freely and some lifting of up to twenty pounds, bending, reaching over head, kneeling, mental/visual effort, monitoring equipment and detailed inspection. Frequent proofreading and very frequent typing and attention to detail exists. The County Engineer is sometimes exposed to extreme temperatures, dangerous equipment, noise and noxious odors and sometimes works near heavy traffic, streams and rivers, and unstable excavations.

SUPERVISION:

The Highway Engineer is responsible for the supervision of two subordinate supervisors and twelve non-supervisor employees, including determining training needs, reviewing, evaluating and issuing disciplinary action.

LICENSING:

Valid Professional Engineer license registered in the State of Indiana

Valid Driver's license to drive to and from job sites

Ability to obtain INDOT Employee of Responsible Charge (ERC) certification within one year
