Department Summary

Infrastructure Services provides flexible, reliable, and secure traditional and cloud infrastructure services (network services, platform services, data center operations and management, and unified communications) enabling connectivity, productivity, and security for UCLA. Infrastructure services strives to optimize performance increasing storage, elevating the network, and reducing downtown.Unified Communications provides and combines multiple enterprise communications channels, such as voice, video, personal and team messaging, voicemail, and content sharing.

This includes control, management, and integration of these channels. This team manages unified comms products and services and integrate these with networks and systems, IT business applications, and applications and devices (where appropriate).

Position Summary

The Cell Site Program Manager will oversee improvement projects and initiatives to enhance cellular coverage at UCLA including modifications to existing telecom license agreements and management of ongoing and future investment initiatives by planning timelines and resources, and by coordinating with teams, vendors, and other campus partners to ensure smooth execution and risk management. They will also track progress, utilize project management methodologies for efficiency, manage change, and assess program performance for improvement and alignment with strategic goals.

This role will be responsible for oversight of telecommunications license agreements with mobile network operators, deployment of distributed antenna systems, management of cell site design, permitting and construction with campus partners, coordinating necessary construction efforts to deliver power and telecommunications utilities for installations, and identification of investments and roadmaps to improve UCLA infrastructure imperatives for improved cellular coverage and WiFi calling.

Salary & Compensation

  • UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

Qualifications

Five years experience working in one or more of the following fields: telecommunications, infrastructure, project management, information technology, or related field. (Required) Demonstrated extensive experience managing license agreements with mobile network operators. (Required) Seven or more years experience working in one or more of the following fields: telecommunications, infrastructure, project management, information technology. (Preferred) Experience in complex higher education environments, serving academic and administrative functions of a large public university. (Preferred) Ability to manage macro cell sites, distributed antenna systems, small cell networks, small antenna networks, and WiFi calling services. (Required)Knowledge of and ability to create, negotiate, and manage telecommunications license agreements with mobile network operators. (Required)Demonstrated ability to collaborate with a variety of internal and external stakeholders including customers, vendors, IT stakeholders, and construction and finance stakeholders. (Required)Effective skill at tracking effort and project progress. Demonstrated highly advanced organization and project management skills. Demonstrated strong conceptual and planning skills to analyze projects of broad and diverse scope. Education, Licenses, Certifications & Personal Affiliations

Bachelor's Degree in one or more of the following fields: information technology, computer science, public administration, business administration, communications, or related field. Special Conditions for Employment

  • This position is eligible for a hybrid work arrangement that includes regular visits to campus as needed (for those who work remotely, travel/lodging expenses are not eligible for reimbursement).

The anticipated pay range for this position is $102,740-$119,541, annually; salary is dependent upon the skills and experience of the selected finalist.
