Description of Job

This position administers, directs and manages the Security Audit, Vulnerability Assessment and Incident Management System programs for the Department of Corrections by refining management practices, enhancing accountability, revising operational procedures and development and implementation of program goals and objectives to accomplish the CDOC mission; designs formulated management systems and processes for security auditing and vulnerability assessments which measure, evaluate, track and improve safety and security systems program performance throughout the Department; designs strategies to improve critical facility security systems to ensure departmental safety and security.

Primary duties and responsibilities:

  • Provide leadership and management of staff and provide advisement and guidance for the development of programs that report to the Office of Emergency Management. Those programs and staff include inmate transportation, the Special Operations Response Team (SORT), Security auditing/reporting, Vulnerability Assessment/Reporting, Use of Force review/reporting and WEBfocus incident reporting;

  • Provide performance planning and evaluation and appraisal of staff and program performance in these areas and provide advice, support, and counseling in the development opportunities for these specific programs and shall participate in program activities whenever possible;

  • Administer, direct and manage departmental Incident Management Systems;

  • Ensure departmental compliance with the National Incident Management System (NIMS);

  • Administer, develop standardized strategies, processes and guidelines for Department/facility Emergency Operation Plans, Continuity of Operations Plan and Incident Command System;

  • Develop departmental policy as it relates to the Incident Command System and facilitates decision making, pertaining to compliance issues;

  • Review facility incident post action reports;

  • Cultivate supporting relationships with outside agencies at all levels of government and public service to obtain support and clarify intent;

  • Design strategies and processes for implementation of changes in policy, procedure, and practice which are intended to improve safety and security in the Colorado Department of Corrections and in Colorado communities in accordance with the policy and applicable laws;

  • Provide guidance and direction of processes and systems to meet policy across departmental lines;

  • Manage the CDOC Security Audit and Vulnerability Assessment Process to include facility and team selection and scheduling;

  • Ensure departmental compliance with the policy as it pertains to facility operations;

  • Interpret departmental Vulnerability Assessments and provides expert judgment and technical guidance for security enhancements, fence detection systems, escape risks, and other potential security weaknesses; develops processes designed to measure, evaluate, and improve safety and security systems throughout the Department;

  • Design and develop training curriculum for Vulnerability Assessments department wide;

  • Analyze and create a plan of action and provide outcome to respective facility warden and Director of Prisons;

  • Ensure remedial actions are implemented to correct weaknesses identified by the Vulnerability Assessment Process;

  • Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree in criminal justice, business administration, emergency management, behavioral sciences or a related field. (Unofficial transcripts noting name of college/university, student name, degree type and date conferred must be uploaded with this application in order to receive credit.)

  • AND -

Experience: Four (4) years of progressively responsible *professional corrections experience which must include one (1) year experience supervising corrections / law enforcement employees, managing or overseeing a program, and performing security audits / vulnerability assessments.

  • Professional work experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that is uniquely acquired through an intense education or training regimen at a recognized college or university and equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field.

Corrections related experience is defined as experience in which the employee provided a direct service to/with inmates such as *professional correctional officer (work leader and above), teaching, social work, nursing, food service, general maintenance; or worked directly with inmates in the implementation of a program such as correctional industries. Corrections related experience is not earned through clerical support positions.

SUBSTITUTIONS: *Professional corrections related experience as described above or *professional experience which provided the same kind, amount, and level of knowledge acquired in the required education, will substitute on a year-for-year basis for the bachelor's degree.

Additional appropriate education will substitute for the required experience on a year-for-year basis. There is no substitution for the one (1) year of supervisory experience with the exception of a degree in emergency management.

PREFERRED QUALIFICATIONS

  • Special Teams Experience and Certification - prefer at least two years at the level of Team Leader or Commander;

  • Extensive experience with the use of weapon, communications, and surveillance equipment/systems;

  • Extensive supervisory experience;

  • Strong leadership skills and abilities;

  • Experience with Incident Command System;

  • Experience with National Incident Management System;

  • Certification and experience in conducting Security Audits and institutional Vulnerability Assessments;

  • Proven experience leading and managing staff with diverse professional experience and qualifications;

  • Proven experience training, mentoring, and developing staff.
