The Renewable Energy Appraisal Program Manager (APM) is a key strategic planning and implementation manager who will lead process innovation and procedural efforts to standardize workflow and procedures in the U.S. Bancorp Community Development Corporation. The APM will manage all facets of the appraisal function for U.S. Bank's renewable energy investments to ensure that risk management, compliance, and asset quality objectives are met.

Job functions include:
Develop and implement policies and procedures to ensure compliance with relevant regulations and ensure that risk management and investment tax credit basis methodology are consistent.
Manage business directed appraisal program, including vendor selection, engagement and fee negotiations and work with internal risk group to manage vendor population review; develop and maintain listing of approved appraisers.
Coordinate the procurement and review of appraisals and provides feedback for all stages of a tax equity transaction, including related credit approvals and on-going credit actions.
Perform review and analysis of asset valuations and cost segregations for reasonableness of assumptions, USPAP compliance, and tax equity requirements.
Develop and maintain internal database to track and analyze trends within the portfolio.
Maintain on-going communication with appraisers and the business line to ensure awareness of regulatory changes, policies, procedures, and service needs.
Develop and monitor appropriate staffing levels; conducts performance and salary review for direct reports as needed due to growth of the program.
Additional job functions may include:
Perform on-site discussions with prospective and existing customers as well as appraisers.
Provide informal in-house appraisals of assets and coordinate reviews of real estate appraisals with the RETECHS Group.
Create discounted cash flow models and perform depreciation recapture analysis for financial planning and analysis team.
Basic Qualifications
5 or more years of experience in equipment, business, or leasing valuation
Bachelor's degree or equivalent work experience
Knowledge of power generation valuation methods and discounted cash flow analysis for project finance
Preferred Skills/Experience
Expert knowledge of renewable energy power generation project appraisal valuation methodology and techniques including tax credit investments.
Cost segregation experience
Thorough knowledge of U.S. Bancorp policies and procedures including compliance and third-party risk management
Well-developed organizational planning skills
Excellent verbal and written communication skills
