The City of Eau Claire Housing Authority is seeking a CDBG/HOME Program Specialist. The Program Specialist performs technical and accounting functions for the Community Development Block Grant (CDBG) and HOME Program, and other miscellaneous duties for subsidized housing programs. This position deals extensively with federal regulations, writing and preparing grant reports and spreadsheets and providing detailed documentation of programs and accounts, along with various other duties.

Requirements:

  • Must possess or obtain (within 30 days of hire) and maintain a valid driver's license

  • A minimum of an associate degree in accounting or related field OR a minimum of two years of grant experience

  • Knowledge of Microsoft Office Suite and project management software

  • Must have effective verbal and written communication skills

Preferred Qualifications:

  • Technical or grant writing experience

  • Prior experience (2+ years) with HUD or other federal grant programs

JOB DESCRIPTION

This is not a City position. The Housing Authority is an independent government authority.

POSITION SCOPE

Under general supervision of the Housing Division Manager, the incumbent performs detailed and technical duties in accordance with division requirements set by the US Department of Housing and Urban Development by the Administrator. The Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) are the primary programs with additional work with Housing Programs.

Utilizing a skilled knowledge of the assigned area, the incumbent performs technical duties in accordance with division requirements and will assist the Housing Administrator with the day-to-day operations of the Housing Division and special projects as required.

ESSENTIAL FUNCTIONS

Assist in the administration of the CDBG and HOME programs; prepare and review applications for CDBG funding; hold public hearings on proposals; coordinate funding deadlines with other City Departments, non-profit organizations and citizen groups; prepare the Consolidated Annual Performance Report (CAPER), public notices, environmental reports and requests for program information and release of funds from the US Treasury.

Monitor grant recipients to ensure compliance with federal regulations; ensure expenditure agreements with the City are carried out as agreed upon.

Monitor subrecipient budgets and expenditures; maintain budget data in the City's accounting system as well as HUD's IDIS system.

Review, update, interpret and maintain a variety of files and filling systems related to federal regulations.

Prepare the Annual Action Plan for submittal to HUD; review and update the Citizen Participation Plan and multi-year Consolidated Plan.

Assist with relocation plans, payments and services to person displaced by CDBG/HOME or Housing activities including Residential Relocation and Anti-Displacement Plans.

Serve as Environmental Officer and prepares CDBG and HOME Environmental Reviews as required by the Administrator.

Attend HUD training for the Community Development Block Grant (CDBG) and HOME programs

Maintain knowledge and compliance with State and Federal regulations on equal opportunity, Affirmative Action, Uniform Relocation Act (URA), Office of Management and Budget Requirements (OMB) regarding the use of Federal funds.

Assist with the development of new Housing and Community Development properties.

Read, understand, and apply relevant City, State, and Federal statues, rules, ordinances, codes, and other governing regulations.

Review, update, and maintain files, reports, and documentation for grant programs.

Maintain knowledge of generally accepted accounting principles (GAAP).

Accounting - Performs technical and accounting work as follows:

Review and prepare payment requests, draw down requests and journal entries as needed from IDIS from the monthly expenditure report

Setup up new accounts, sets up budgets and maintains accounts for the CDBG and

HOME programs

Prepare and input Purchase Orders in MUNIS

Balances rehabilitation deferred and installment loans

Maintains and updates the CDBG Loans kept on the city financial system

Enters original budgets and amendments to the CDBG and HOME accounts on the

MUNIS system

NON-ESSENTIAL FUNCTIONS

Performs related duties as required.

EDUCATION/EXPERIENCE/CERTIFICATIONS

Minimum of an Associate Degree in Accounting or a related field is required OR a minimum of two years of grant experience.

Must possess or obtain (within 30 days of hire) and maintain a valid driver's license.

Technical or grant writing experience is preferred.

Prior experience (2+ years) with HUD or other federal grant programs is preferred.

Must have effective verbal and written communication skills.
