POSITION REPORTS TO: Community Development Director

LEADERSHIP: Provides leadership direction for project development.

CONDITIONS OF EMPLOYMENT

POSITION PURPOSE: To enhance community development through the effective administration of the Community Development Block Grant (CDBG) program in accordance with the guidelines and regulations as set forth by the Department of Housing and Urban Development.    

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Present information to commissioners, community and recipients on purposes of CDBG program and interpret and explain eligibility requirements, application details, payment methods, and address issues and concerns.

  • Communicate with HUD representatives, field officers and other official representatives, as required.

  • Conduct public hearings as required. Assist funding committee in making funding recommendations to the city commission.

  • Ensure funded activities meet eligibility requirements, national objectives, federal regulations, and fair labor standards and other applicable regulations.

  • Stay current on CDBG regulation and national program development.

  • Administer, research, and develop use of Section 108 funds.

  • Compute and authorize amounts of assistance for Community Block Grants Program. Follow guidelines for proper expenditures and reimbursements of CDBG funds.

  • Perform monitoring visits for grant recipients to ensure compliance with regulations and meeting of objectives;

  • Maintain financial records, check and verify account balances, perform electronic fund draws, retain and retrieve documents; 

  • Maintain records and perform research as necessary to meet reporting requirements to include the Quarterly Cash Transaction Report, Annual Action Plan, 5 Year Consolidated Plan, and the annual Consolidated Annual Performance Evaluation Review.

  • Represent the City of Enid in various boards and in various committee meetings (i.e. Metro Housing Council, Community Relations/Membership Committee, etc).

  • Provide assistance to other departments as needed.

  • Performs other duties as required.

  • Effective working relations exist with City personnel, various boards and entities, and regulatory agencies.

  • New employees are well trained and assisted. Management is appropriately informed.

  • The City's professional reputation is maintained.

QUALIFICATIONS

EDUCATION/EXPERIENCE:  

Bachelor's degree (B. A.) from four-year college or university; and one to two year related experience and/or training; or equivalent combination of education and experience.    

CERTIFICATES/LICENSES:       

Additional related training preferred.

REQUIRED KNOWLEDGE:   

Computer Operations: Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.

Law and Government: Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.

SKILLS/ABILITIES:

  • Accurate and attentive to detail.

  • Excellent communications and public relations abilities. Ability to remain calm and professional in difficult or adverse situations.

  • Ability to assist and support others.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:  

Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:   

Normal vision, with or without corrective lenses.

PHYSICAL STRENGTH:   

Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Light physical activity performing non-strenuous daily activities of an administrative nature.

LANGUAGE/COMPREHENSION:   

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.

REASONING ABILITY:   

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

MATHEMATICS ABILITY:   

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.

WORK SCHEDULE/HOURS:  

Regular-8 hour shift, typically, Monday - Friday, 8:00 AM - 5:00 PM.

Occasional after hours meetings. Occasional training related travel required.

WORK CONDITIONS:  

Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation.

NOISE LEVEL:     

Moderate noise (examples: business office with computers and printers, light traffic).

OTHER WORK CONDITIONS:  

None.  

ADVANCEMENT CRITERIA:

INTERMEDIATE:

6-8 years related work experience.

Advanced grant administration.

Advanced computer and office management skills.

Ability to prepare a consolidated plan.

Valid CPR certification  

ADVANCED:

9+ years related work experience.

Expert grant administration.

Expert supervisory, computer, and office management skills.

Master's degree in related field.
