The Public Health Department is accepting applications to fill two full-time, bilingual (English/Spanish) California Children Services (CCS) Caseworker positions located in Santa Barbara.
NOTE: The schedule for these in-person positions is Monday through Friday, 8:00 am to 5:00 pm.
We are also accepting applications to establish an employment list for future Full-Time, Part-Time, Extra Help (temporary) and 1414* vacancies for CCS Caseworkers in Santa Barbara.

ABOUT THE PROGRAM:
California Children's Services (CCS): The CCS program provides diagnostic and treatment services, medical case management, and physical and occupational therapy services to children under age 21 with CCS-eligible medical conditions. ABOUT THE POSITION:
Under general supervision, the CCS Caseworker determines eligibility and fees for applicants for California Children Services (CCS), a state-mandated program to subsidize medical care and provide medical case management for children with qualifying medical conditions; functions as part of a multidisciplinary team to manage assigned cases on a continuing basis; and performs related duties as required. The work is highly sensitive and requires strict confidentiality.
The IDEAL CANDIDATE will possess:
Typing and Software Proficiency: Excellent typing skills and proficiency with Microsoft Word and Excel.
Healthcare Experience: Proven experience working in a healthcare setting.
Health Insurance Knowledge: Familiarity with health insurance plans, including Medi-Cal, both Fee-for-Service and CenCal.
Multi-Tasking Ability: Capability to handle multiple tasks with frequent interruptions.
Communication and Documentation: Strong communication and documentation skills.
Diverse Population Experience: Experience working effectively with diverse populations.
Special Healthcare Needs Experience: Experience working with individuals who have special healthcare needs.
Team Collaboration: Ability to work effectively as part of a team.

Examples of Duties
Receives and reviews referrals and applications for financial assistance under California Children Services; interviews and screens applicants; determines residential and financial eligibility, according to state guidelines and program practices; collects information from parents, schools, health care providers, and others regarding medical, residential, and financial eligibility; explains program requirements for eligibility and payment to family and medical providers; refers family to Department of Social Services for Medi-Cal application when appropriate under program regulations; performs annual review and renewal of financial eligibility; closes CCS cases when clients are no longer eligible and advises parents and doctors of status.
Requests and reviews medical reports of diagnosis and treatment; maintains medical report files and sends copies to related health and other providers as authorized; maintains computerized case database; refers and transfers cases to other agencies and counties; maintains related files; sends required Notices of Action and advises families of appeal process; compiles program statistics and assists in review of program operation.
Determines fees as applicable and collects fees; issues CCS authorizations for payment of services; reviews billing against authorized services.

Ability to: gather, record, and evaluate information; learn CCS program guidelines and procedures and related medical terminology; learn applicable medical specialties and related health providers; interpret and apply guidelines; organize and prioritize work; perform highly detailed work with accuracy; prepare correspondence and chart documentation; maintain accurate records; maintain confidentiality; exercise objectivity; explain aspects of program and medical treatment to patients and families; work as part of a team; develop and maintain cooperative working relationships with patients, families, health care providers, and state and other program-related agencies; perform basic arithmetic calculations; and recognize and refer complex eligibility and case management problems.
Supplemental Information
APPLICATION & SELECTION PROCESS
Review applications and supplemental questionnaires to determine those applicants who meet the employment standards.
Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and auto-scored.
Candidates' final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates.
Candidates must receive a percentage score of at least 70 on the supplemental questionnaire ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI.
Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.
The appointee will be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.
The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high-risk environment to comply with the PHD Employee Immunizations policy. This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations. A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.
