Job Summary

The Circuit Card Buyer will manage and be the primary contact between DRS-AIS Germantown personnel and assigned suppliers, with responsibility for managing the oversight of all Purchase Requisitions (PR's), Purchase Orders (PO's), Return To Supplier, Material Review Board, Material Change Orders, Engineering Change Orders, Supplier Contracts, Delivery Schedules, On Time Performance, and End of Life Components.

Job Responsibilities

  • Manage CCAs (Circuit Card Assembly) suppliers, Engineering Change Orders, technical data packages for quotes and end of life components for CCAs

  • Execute/generate CPSR-compliant purchase orders based on approved requisitions, requests for proposals, bids and other similar and necessary documents related to the purchasing of services and materials

  • Initiate purchase orders and amendments for parts, services, and/or specialized tools/parts; arrange for submission and inspection of sample tools/products as required; coordinate with Engineering to ensure timely execution of all sourcing activities

  • Perform a variety of general tacticual duties as required to support purchasing activities

  • Follow through on any supplier changes (Engineering Change Notices)

  • Communicate supplier performance

  • May assist in negotiations and apply basic knowledge of commercial contract law and guidelines, practices, and requirements to assess, plan, and negotiate best terms and conditions to minimize risk

  • Maintain sound professional relationships with suppliers. Resolve issues (i.e., pricing, quality, timing, claims, contract disputes, etc.) associated with terms and conditions of service agreements

  • Understand demand/spend profile for commodity areas, and provide this information as necessary

  • Track and report cost savings or avoidances, and historical pricing data

Job Responsibilities Part II

  • Maintain and communicate forecasts to suppliers and study market prices and trends to advise management as appropriate.

  • Maintain Purchasing Site Records of compliance actions required by FAR and DFAR regulations.

  • Analyze quotations, negotiate prices and terms with vendors/suppliers, and recommend vendors/supplies with respect to cost, quality, and delivery competitiveness

  • Coordinate with manufacturing on schedule changes, contactvendors/suppliers as necessary for order statues or updates, and coordinate,as appropriate, quality matters, engineering/manufacturing changes/developments.

  • Maintain current accurate records and files of all vendor agreements and related procurement records

  • Manage any supplier issues (i.e. cost, quality, delivery, and customer service)

  • Serve as the primary contact between DRS personnel and assigned suppliers

  • Support, communicate and defend the mission, values and culture of the company

Qualifications

  • Bachelor's degree or equivalent experience and 2+ years of experience in Purchasing

  • Ability to understand military specs and read blue prints

  • Experience working with electronics components and PCB Fab and Assembly DWG's, BOM's, CAD DWG's, Gerber's files and software(Solid works, Gerber viewer)

  • Full understanding of MRP/ERP systems, Excel, Word, etc

  • Broad knowledge of electronic manufacturing processes including SMT assembly, Mechanical and testing and ISO requirements

  • Experience working within ISO procedures and structure

  • Understanding of demand/spend profile for commodity areas

  • Ability to understand and adhere to all laws pertaining to procurement, contracts, breach by contract, etc.

  • Knowledge of price and cost analysis

  • Good negotiating skills
