This position is located at the Consolidated Patient Account Center (CPAC), in the organization of the Chief Financial Officer (CFO), serving as a Cashier in the Cash Management Department in Middleton, WI. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions, and the integration of VHA and industry practices. Responsibilities

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6.

At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Performs work in support of the agency's cash processing operations which involve the receipt, disbursement, examination, deposit, custody and other clerical or administrative tasks.

Receives and/or disburses cash in accordance with the corresponding laws, rules, and regulations for the transaction.

Ensures the fulfillment of regulatory requirements associated with depository functions.

Utilizes the computerized system to record transactions.

Exercises responsibility for the direct support of agency cash/check/electronic funds transfer processing functions involving the receipt, disbursement, examination, deposit, custody and other clerical processing of cash.

Manages and is accountable for any loss or shortages of funds under your control of the Treasury Department;

Examines and performs quality audits of deposits in order to ensure regulatory issues are met, reconciles cash accountability, and reviews vouchers for completeness, accuracy and propriety before making payment, referring questionable vouchers for audit prior to disbursement;

Ensures conformance to procedures and instructions contained in the Department of Treasury Manual of Procedures and Instructions for Cashiers.

Processes cash-link deposits and e-payments in a timely manner.

Work Schedule: Monday - Friday; 8:00AM - 4:30PM

Qualifications

SPECIALIZED EXPERIENCE GS-5: having one (1) or more years specialized experience that equips you with the knowledge, skills and abilities to perform successfully the duties of the position at the GS-05? To be creditable this experience must have been equivalent to the GS-04 in Federal service.

Examples of specialized experience are: having applicable knowledge of Circulars and Directives and policies and procedures associated with cash processing and management operations issued by the Departments of Treasury; Understanding of extensive and diverse accounting, budget and/or financial management operations and procedures in a health care organization; working knowledge of accounting, budget or other financial management regulations, practices, procedures and policies related to financial management in a healthcare organization; a variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex accounting, budget or other fiscal transactions; having oral and written communication skills to establish and maintain effective work relationships with others in providing and/or obtaining information, and preparing a wide variety of written products such as reports, memoranda, letters, etc. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE GS-5: having four (4) years of successfully completed education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPTS REQUIRED)

COMBINATION OF EXPERIENCE AND EDUCATION GS-5: having the equivalent combinations of successfully completed post-high school education and experience to meet the total requirements for the position. (TRANSCRIPTS REQUIRED).

SPECIALIZED EXPERIENCE GS-6: In additional to meeting the Specialize Experience above at the GS-5 grade level, you must meet specialized experience at the GS-6 grade level.

Have one (1) or more years of specialized experience equivalent to at least the GS-5 grade level that has equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of this Cashier position and that is related to the position. Examples of qualifying experience includes: using policies and procedures associated with cash processing and management operations issued by the an organization; applying accounting, budget, or other financial management regulations, practices, procedures, and policies related to financial management such as that in a health care organization; performing interrelated steps, conditions, procedures, and processes required to assemble, review, and maintain complex accounting, budget, or other fiscal transactions. NOTE: A full year of work is considered to be 35-40 hours of work per week.
