The American Red Cross (AmRC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. With support from the global Red Cross Red Crescent (RCRC) Movement the American Red Cross aims to support National Societies in providing efficient and effective assistance to the affected population in country to meet immediate disaster caused needs and support recovery. To support this objective, AmRC is seeking an experienced Cash & Relief Program Advisor to support response and recovery programming in American Red Cross supported operations and priority countries. Specifically, the Cash & Relief Program Advisor will provide technical assistance in Cash and Voucher Assistance (CVA) as well as Relief programming to support to National Societies and the International Federation of Red Cross and Red Crescent Societies (IFRC).
This position will be based at National Headquarters with extensive travel primarily throughout Asia and Latin America & Caribbean, but also to other regions as required. Total expected travel is up to 40% of time.
This position reports to the Cash & Relief Lead and will work collaboratively with AmRC Country Representatives, Regional Representatives, and other department counterparts.
The ideal candidate will have excellent people and communication skills, with a demonstrated track record of analytical thinking, results-driven approach and situational adaptability. Experience in applying a customer focused problem-solving mindset to support work with local organization and partners will be critical.
ROLES & RESPONSIBILITIES:
Training, Workshops & Capacity Building:
Deliver CVA & Relief trainings and workshops on behalf of AmRC and/or the International Federation of Red Cross and Red Crescent Societies (IFRC).
Adapt and/or design workshop methodologies and training content to provide tailored support to AmRC supported Relief and CVA initiatives within response operations and/or in preparedness initiatives.
Provide onboarding, hands-on training, mentoring and remote technical backstopping for AmRC and RCRC Movement colleagues supporting CVA and Relief initiatives.
Technical Support & Project Management:
Coordinate with key Red Cross Red Crescent (RCRC) Movement stakeholders to support the mainstreaming of CVA into National Society and Federation response operations.
Provide technical support for the development of key activities and/or deliverables to support CVA readiness. This may include the development of SOPs, cash feasibility assessments, payment mechanism mapping, development of pre-agreements with Financial Service Providers (PSF), pre and post-disaster market assessments, development of Community Engagement and Accountability (CEA) materials and strategies, integration of information management (IM) practices into CVA, among other activities.
In coordination with AmRC's Readiness team and RCRC Movement colleagues, support National Societies to adapt and contextualize CVA & Relief tools to ensure that tools, guidelines, and procedures are relevant to the local context and to ensure integration across the disaster management cycle (preparedness, response and recovery), sectors (WASH, Health, Shelter, Livelihoods, etc.) and units (finance, logistics, resource mobilization, etc.).
Supervise and manage a diverse portfolio of CVA and Relief readiness projects in regular coordination with American Red Cross field offices and matrixed department counterparts.
Ensure that donor obligations are met and that the AmRC proactively captures program outcomes and learning.
Knowledge Management & Information Sharing:
Support the deployment of specialized staff and provide direct technical support when appropriate.
Deploy to emergency response and/or early recovery operations to lead augmentation of the national society delivery of CVA and relief activities, as required.
Bachelor's Degree or equivalent in related area required. Master's Degree preferred.
Minimum of 5 years relevant international experience working with local organizations in disaster response, project design, monitoring and evaluation, participatory needs assessment, data collection and/or analysis.
Minimum 1-year field-based experience working with local organizations in designing, implementing and monitoring Relief and/or CVA operations, coaching staff and facilitating training.
Experience in or familiarity with disaster management or response in humanitarian operations essential. Demonstrated experience in assessment that includes needs, market, and CVA feasibility considerations.
Proven capacity-building experience with National Societies/local NGOs or equivalent, delivering trainings and providing on the job training and coaching.
Experience supervising, training, and mentoring staff.
Red Cross experience strongly preferred especially experience in working with a National Society or working within the International Federation of the Red Cross and Red Crescent Societies.
Sound knowledge of and commitment to, a holistic approach to disaster management, with a strong understanding of preparedness, response, and recovery with proven experience in CVA.
This position will be based in Washington, DC and will require approximately 40% international travel.
Fluency in spoken and written English and Spanish language is preferred
Must possess strong personal integrity, professionalism, and ability to adapt to changing situations.
