Job Summary: The Case Advocate II conducts all phases of advocacy for individuals and classes of persons with disabilities for whom legal rights have been denied.

Completes intake work, case investigations, representation, negotiation, administrative remedies, and providing information and referral services throughout the State of Alabama. Presents to consumers and the public concerning the rights of persons with disabilities and current legal issues affecting individuals with disabilities. Works collaboratively with Clinical Students and Law Clerks, Senior Advocates, and Attorneys.

Additional Department Summary: ADAP is the statewide protection and advocacy system for the state of Alabama.

ADAP works to achieve fairness and justice for Alabamians with disabilities. We provide legally-based advocacy services; investigate allegations of abuse and neglect against persons with disabilities; participate in legislative and regulatory advocacy work; and conduct education and outreach about disability rights.

The Case Advocate II will be trained to conduct onsite reviews of persons or entities serving as representative payees for beneficiaries of Social Security payments following specific guidelines and protocols. Interviews representative payees and beneficiaries, review confidential and private records, document observations and collect evidence and information of value; review work sites and housing facilities for possible health and safety violations; review and analyze financial records to assess violations or potential incidents of mismanagement of beneficiary funds; prepare comprehensive reports detailing the findings and when necessary develop corrective action plans to assist representative payees in conforming to requirements specified by the Social Security Administration Commissioner.

Works with complex reviews and be required to train representative payees in their duties. Provides beneficiaries information and referral to other programs or services as appropriate to protect their rights and secure their well-being. Conducts complex investigations involving institutional payees and more complex individual cases. Trains representative payees on their roles/responsibilities.

This position may be eligible for remote work.

Required Minimum Qualifications: Bachelor's degree and two (2) years of attorney, educator, paralegal, and/or advocate experience; OR master's degree and some attorney, educator, paralegal, and/or advocate experience.

Additional Required Department Minimum Qualifications: Requires extensive in-state travel, frequently overnight. Use of personal car for business travel may be necessary at times.

Must have valid U.S. driver's license. Must be at least 19 years of age at time of hire and have an acceptable Motor Vehicle Report that is in compliance with University policies. Applicants under the age of 21 will have some driving restrictions.

Upon hire, the successful applicant will immediately submit to a background investigation conducted by the U.S. Office of Personnel Management (Declaration for Federal Employment, OMB No. 3206-0182). Continued employment is contingent on passing this background investigation.

Skills and Knowledge: Experience working with and sensitivity to individuals with disabilities.

Ability to work independently while being supervised and supported by managers and other team members. Ability to analyze and synthesize information from a variety of sources.

Ability to juggle multiple projects at the same time.

Effective oral and written communication skills. Exceptional interpersonal relationship skills. Strong computer/technology literacy.

High commitment to service excellence. Strong mathematical skills.

Preferred Qualifications: Three (3) years of experience with laws, regulations, and programs affecting people with disabilities especially the Social Security Administration.

Experience with Alabama state agencies serving person with disabilities including the Dept. of Mental Health, Human Resources, Corrections, Youth Services and Education. Interviewing skills, including with persons with disabilities. Basic knowledge of accounting principles and terminology.
