This Cartographer position is located in the National Park Service - Interior Region 1 - Land Resources Division. The incumbent is responsible for coordinating and providing all cartographic products and land status mapping for the Region and serves as a specialist and technical manager in the interconnected disciplines of cartography, land surveying, geography, aerial photography, photogrammetry, remote sensing, geographic information systems (GIS), and computer aided design (CAD).

In this Cartographer position with the National Park Service, Interior Region 1 your work will include, but is not limited to the following duties:

  • Assisting the Realty Officer in setting milestones, schedules, and delivery dates on priority assignments and providing regular updates on the progress, necessary schedule adjustments, workloads and potential alternative courses of action to meet the changing requirements of updating and maintaining land status maps, mission critical documents, and all other related products.

  • Preparing and maintaining surface and subsurface land status maps, exhibit maps in support of the federal land acquisition process, project location and vicinity maps, composite maps for survey projects, and other maps custom-designed for specific purposes.

  • Maintaining land ownership information and encumbrances in a geospatial database, primarily utilizing ArcGIS and AutoCAD, along with appropriate Federal Geographic Data Committee (FGDC) compliant metadata.

  • Working closely with regional Lands staff during land acquisition projects and ensuring descriptions, reported parcel acreages and title commitments are reviewed for accuracy and completeness.

  • Performing land records research and completing research projects involving current land status questions, existing encumbrance issues, or compilations of land ownership data for proposed National Park Service (NPS) acquisition or boundary expansion projects.

  • Producing legal descriptions that clearly identify the location and size of the tract as well as the interest to be acquired by the NPS and meet laws of the states within Interior Region 1, Department of Justice standards, local deed recording requirements, the requirements of various closing attorneys, title companies and the policies set forth in the NPS Land Acquisition Procedures Manual (LAPS).

  • Preparing special exhibit maps and legislative boundary maps as requested and planning, developing, and coordinating preliminary maps for authorized and proposed areas or boundary expansions.

  • Preparing and coordinating contract specifications and financial and material planning estimates for complex mapping, land surveying conversion of maps, drawings, legal documents, and land record data to electronic media.

  • Working closely with regional right-of-way coordinator to review all permit applications for mapping and legal description compliance and maintain all permitted areas in the LRD geospatial database.

  • Maintaining knowledge of developments and trends in the field of computer mapping as well as related cartographic programs through continuing participation in professional seminars, conferences, and interagency technical workshops.

  • Exercising the full range of administrative and technical supervision for a supporting staff. Performing overall work planning, establishing work schedules, priorities and assigning and reviewing work.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this Cartographer, GS-1370-13 position, you must possess the following minimum qualifications by close of the announcement:

BASIC REQUIREMENTS:

A bachelor's or higher degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites).

  • OR-

A combination of education and experience with courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

  • AND-

SPECIALIZED EXPERIENCE:

At least one year of specialized experience at or equivalent to the GS-12 level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities/competencies to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience must be documented in your resume to include the following: working with Geographical Information Systems (GIS) including data management, the production of cadastral maps, charts, graphics, and statistical reports of boundaries, federal ownership status, and other pertinent information and data; providing technical advice and assistance regarding all aspects of the GIS program by interpretation and implementation of policy directives and programs; carrying out assignments by delegating and determining the approach and methodology; interpreting, modifying, or developing policy, and independently addressing new situations, resolving conflicts and coordinating with a diverse team as necessary.

NOTE: To combine education and experience as described above under the Basic Requirements, you must first determine your total qualifying education that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown under the Basic Requirements, as a percentage of the education required (i.e., 120 semester hours), then determine your experience as a percentage of the experience required for the grade level (i.e., 1 year/12 months of specialized experience); finally, add the two percentages. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
