Analyzes, identifies, and assesses employers' and businesses' employment needs in order to respond to labor market workforce needs by conducting research and learning about an industrys practices to identify barriers that applicants may face and work with the employer to address them.

Works as a team with workforce partners to analyze, identify, and assess employers' and businesses' employment needs and respond with relevant and coordinated plan of action.
Develops and negotiates training agreements for apprenticeship programs, internships, and on-the-job-training employment opportunities for employers/businesses in order to develop workforce of business.
Collects, organizes, and analyzes information about customers in order to appraise interests, aptitudes, and abilities for vocational planning.
Compiles occupational, educational, and economic customer information in order to aid customers in determining and attaining vocational objectives.
Refers customers to employers or training programs in order to help customers progress towards vocational goals.
Follows up and records results of vocational counseling in order to determine customer's progress.
Evaluates data in order to identify cause of vocational problems and to determine employment capabilities.
Researches, organizes, and conducts workshops in order to train customers in employment services, job seeking and interview skills, and other available programs and services.
Provides case management services for customers with employment history problems in order to identify and remove barriers and assist in employment retention.
Consults, guides, and advises customers in assessing occupational families and the level of experience, training, education, and services available in career decisions in order to assist with life-long learning.
Promotes, advises, consults, and coordinates services through participation in informational sessions, job fairs, and trade shows in order to create public awareness.
Knowledges. Skills and Abilities Required:
Knowledge of interviewing, counseling, implementing occupational testing, and individual evaluation principles and techniques.
Knowledge of the employment barriers of special applicant groups.
Knowledge of the principles and techniques of vocational guidance.
Knowledge of general employment, training, employer services, and rehabilitation resources.
Knowledge of job search strategies and placement techniques.
Knowledge of career development theories, models, and techniques as they apply to life-long learning.
Knowledge of job-site assessments and development of recruitment strategies.
Ability to observe and evaluate individual characteristics, capabilities, and interests in terms of their occupational significance.
Ability to interview and counsel individuals.
Ability to interact with a diversified customer base.
Additional competencies: Preference will be given to applicants with demonstrated competencies in the following areas:
Public Speaking/Effective Verbal communication from one person to large groups
Effective Listening and Problem Solving
A four (4) year combination of education, training and/or work experience at the paraprofessional or professional level in job counseling, employment interviewing and job placement, or related vocational services.
