The person doing this job is responsible for a variety of tasks that lead to a high level of customer satisfaction in the most cost-effective manner. Under direction of the Director, Case Management, department Supervisor and Manager this position is responsible for developing, maintaining benchmarking and productivity reports, generating reports-graphs-confidential physician profiles, maintaining records for the department, developing meditech screens, computer support and education to staff, developing and maintaining forms for data collection and analysis, creating worksheets and spreadsheets, pamphlets, data input and analysis, provide support to the Physician Advisor. Will provide support to the operation of the Care Management Department, drawing conclusions based on data analysis and developing action plans under the guidance of the department manager, coordinating internal and external meetings with attendees, arranging locations, equipment, etc. Must have clinical vocabulary.


Minimum Requirements:

  • Experience in acute inpatient Utilization Review, Medi-Cal, Medicare and Managed Care principles is desirable.

  • Experience in Quality Improvement is desirable but not essential.

  • Basic medical terminology required.

  • Able to navigate multiple computer programs and design analysis reports also required.

  • Excellent attitude is of primary importance.

  • Proficient in MS Word, Excel, Power Point, Midas.

  • Excellent communication skills, telephone etiquette and public relations a must.

  • Minimum 2 years healthcare experience, high level administrative clerical and computer skills essential.

  • High School / GED required or 2 years equivalent work experience.


  • Proficiency in Spanish a plus but not required.

  • Some college preferred.

Special Skills:

Excellent oral and written communication skills in English. Effective teaching skills. Ability to establish and maintain excellent working relationships throughout a fast-paced healthcare environment.

This individual must be comfortable assessing priorities, developing reports and delivering information, and communicating with staff at all levels of the organization. The ideal candidate will have public sector experience with exposure to grants, contracts and budgeting. WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay. SUMMARY: Under general direction, performs highly responsible administrative staff assistance within the Public Works Administrative Office; conducts comprehensive administrative and budgetary analysis; prepares reports and recommendations relative to assigned area of responsibility; prepares financial forecasting reports; prepares segments of the annual budget; participates in developing and implementing various programs and related contracts; participates in the preparation of agenda items for Council and Task Force Meetings; performs related duties as required. DISTINGUISHING CHARACTERISTICS: The Management Analyst III is the advanced journey level class in the Management Analyst series. Positions in this class require significant prior management and/or administrative experience. A Management Analyst III works under general direction and is expected to perform lead work in the entire range of analytical practices and program management. This classification is distinguished from that of a Management Analyst II by higher level of responsibility for specialized programs, performance of management functions and by independence of action with which an incumbent is expected to operate. SUPERVISION RECEIVED/EXERCISED: General direction is provided by the administrative or management level of the area assigned. Exercises technical and functional supervision over lower level professional and support staff. Essential Functions (include but are not limited to the following): * Participates in, and/or directs and coordinates the installation of new and revised programs, systems, procedures and methods of operation; compiles and analyzes data and make recommendations on the formulation of policy and procedures and staffing and organizational changes. * Provides high level staff assistance to the Administrative Services Manager; assists in the development of the operating budget; acts as a program advisor in related issues. * Gathers and analyzes data and makes recommendations on the formation of policies and procedures; conducts surveys and performs administrative research and statistical or financial analysis; complies data or materials and prepares reports, manuals and publications; assists in the design and implementation of systems and forms for operational use. * Represents the department in community and professional meetings and/or with other governmental agencies; acts as a liaison or point of contact; analyzes, interprets, and explains city policies and procedures. * Investigates, analyzes, and prepares recommendations in relation to proposals for new programs, grants, services, equipment, and personnel; investigates and prepares reports on specific requests and complaints pertaining to various governmental activities. * Coordinates budget preparation, review, and monitoring; analyzes monthly revenues and expenditures; initiates and coordinates studies and presents reports; assists in monitoring administration of various projects. * Gathers and analyzes data on existing programs, conduct surveys and prepare proposals including financing, staffing, and organization requirements; assists in the design and implementation of systems and forms for use in operation. * Participates in the design and oversees the installation of new and revised programs, systems, procedures and methods of operation; coordinates, reviews processes. * Assists in planning, organizing, and directing the administrative activities of the department including support activities such as procurement, physical operations and contract administration. * Assists in the training and overseeing of lower level personnel in the areas of work; ensures adherence to safe work methods, procedures and practices. Qualifications (The following are minimal qualifications necessary for entry into the classification) Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Management Analyst III. A typical way of obtaining the required qualifications is to possess three years of administrative experience in a municipal government setting and a Bachelor's degree from an accredited college or university with major course work in public administration, economics or a related field to the area of assignment. A Master's degree is a related field is highly desirable. License/Certificate: Possession of, or ability to obtain a valid, class C California driver's license. Administrative Leave: Management employees are not compensated for overtime worked. However, the department director may authorize up to 40 hours of administrative leave in one year. Deferred Compensation: The City offers a number of deferred compensation programs that employees may participate in. Health and dental: The City contributes $400.00 per month toward medical insurance premiums and an additional $66.80 per month toward dental insurance premiums. Unused premium monies are paid to the employee. The City also contributes $133.00 per month in PEMHCA contributions which is paid to CALPERS. Holidays: The City observes 12 holidays per year Life Insurance: City employees receive Basic Life Coverage ($5,000) + AD&D ($10,000) + 1 times annual salary 100% paid by the City.
