Capture Manager is responsible for positioning and execution of the
Parsons capture process for key opportunities within the Physical and
Electronic Security markets. The capture manager is responsible for organizingand managing capture teams, developing and executing the capture strategyincluding performing competitive analysis, negotiating teaming agreements, developingwinning technical solutions, value propositions, and high levels of proposalreadiness. Executes Parsons corporate messaging to key customers. Leadsdevelopment of repeatable, winning strategies contained in the approved captureplan. Assembles and leads a matrixed team of functional and support specialiststhroughout the capture process. Manages pursuit budgets and resources whilebalancing priorities to ensure continuous progress of the approved captureplan.
Solid and deep professionalnetwork in the Physical and Electronic Security markets including customers,industry partners, subject matter experts, and competitors.
Developing and executing strategic and tactical plans for the pursuit and successful capture of key opportunities within the critical infrastructure and environmental markets.
History of opportunity advocacy throughout the capture process, developing and presenting the business case to the executive leadership team.
Applying industry best practices to acquire deep understanding of customer program goals; assessment of competitive landscape; and correlation to development of corporate strategy for the winning solution.
Developing and leading execution of customer contact plans related to the capture pursuit.
Developing an understanding of the customer's price sensitivities and producing a pricing strategy for design-to-cost solution development reflected in an integrated technical, management, and Position-To-Win strategy.
Leading the development of an integrated offering and working with the proposal team to ensure win themes, discriminators, strategies, and compliant offer is presented in the submitted proposal.
Participating in pursue/bid gate reviews, color team reviews, and solutioning sessions.
Experience leading capture efforts in excess of $50M.
Experience leading matrix teams in a disciplined best practice framework based on Shipley Associates methodology.
Ability to provide executive level briefings on capture status and bid recommendations.
4-year degree inBusiness Administration, or Engineering field (or equivalent) and 3-5 years ofrelated work experience, including at least 1-2 years of experience inproposal coordination and production.
A 2-year degree with 10 additional years ofrelated experience can substitute for a 4-year degree.
Prior editing orpublishing experience, as well as exposure to technical writing related to theengineering field, is preferred.
Proof of U.S. citizenshipor permanent residency is required due to government or federal requirement.
