The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

We are seeking an outstanding candidate to serve as a Captain within the Bureau of Operations, ACS Police and Security Unit. The selected candidate will become an integral member of the Bureau's ACS Police Force for one of the country's premier children's services agencies dedicated to strengthening NYC's families and their 1.8 million children.

Under general supervision of the Director of Security, the person selected to fill the Captain position will serve as the Chief Liaison Officer and will implement a Collaborative Policing strategy designed to improve the safety, security, and rapid response to volatile incidents and trends involving children.

The Captain may be assigned to serve as a Commanding Officer of different ACS Police Commands throughout their agency tenure. These Police Commands include the Headquarters Command (Police Administration/Training/Lower Manhattan Operations), Central Command (Children Center/24/7 Police Desk), or the Regional Command (NYC Borough Operations/Community Events).

Specific responsibilities include, but are not limited to:

  • Maintain constant coordination and partnerships with NYPD, Children's Center Leadership, ACS Investigative Consultants, and the Bellevue Medical Health Team.

  • Track and analyze incident trends and recommend adjustments to the security posture.

  • Attend Children's Center Safety Committee and Regional Community Safety Meetings.

  • Administer the Children's Center Security Program and recommending vulnerability countermeasures.

  • Draft investigative reports to improve physical security and screening protocols.

  • Conduct field location and equipment inspections to ensure administrative and functional compliance.

  • Develop the Police Force, instilling professionalism, ensuring the proper wearing of safety equipment, conduct safety briefings, officer assignment rotations, and devise weekly shift schedules.

  • Maintain police force readiness through training, planning, and career development assessments.

  • Direct administrative investigations and recommend necessary corrective actions.

  • Monitor regional command operations and liaise with agency, facility, and local police commands routinely and during emergencies to ensure safe environments at ACS Offices throughout the 5-Boroughs

  • Advise Agency Management on security matters and assist with agency policies and directives

  • Maybe required to work rotating tours or shifts, including nights, Saturdays, Sundays and Holidays.

Minimum Qualifications

A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and one year of fulltime satisfactory experience in the field of law enforcement, protection or security.

Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment.

For Assignment To Assignment Level II:

A. One year of experience as a Supervising Special Officer-Assignment Level I; or

B. In addition to meeting the minimum qualification requirements for Assignment Level I above, one year of experience in the field of law enforcement, protection or security in a supervisory capacity.

For Assignment to Assignment Level III:

A. Two years of experience as a Supervising Special Officer; or

B. In addition to meeting the minimum qualification requirements for Assignment Level I above, two additional years of full-time experience in the field of law enforcement, protection or security, at least one year of which must have been in a supervisory or administrative capacity.

Preferred Skills

The position requires an individual with flexibility that will be available to work overtime. Individuals serving in this title are designated as Peace Officers by the New York State Criminal Procedure Law. Therefore, all candidates must be qualified to serve as Peace Officers. Incumbents must satisfy the training requirements established by the State of New York for Peace Officers and obtain certification. Once obtained, this certification must be maintained for the duration of employment. Should have and maintain a valid New York State Driver's License.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
