The Capital Projects Team Lead is accountable for leading the engineering, procurement, and management of all projects < $3MM. This position will be involved in the capital LRP development and is accountable for leading the recruitment, training, and development of staff for current and future project positions.

Responsibilities May Include:

  • Provide leadership and direction for the Borger Refinery Project Group

  • Responsible to facilitate timely project front end loading, detailed design, and project execution.

  • Develop plans with Refinery Management for small and large projects and provide resources (Phillips 66 and contract) to execute those plans in an efficient manner.

  • Facilitate effective meetings with project decision boards and Refinery Management to assure appropriate direction for projects.

  • Track and report key project metrics.

  • Manage projects to AFE and annual cash flow constraints.

  • Ensure that work processes are followed including Front End Loading (FEL), Capital Project Management System (CPMS) and Refining Engineering Practices (REPs).

  • Develop and maintain recruiting and training program to provide necessary resources.

  • Assist project teams in making appropriate decisions and resolving conflicts.

  • Coordinate all aspects of engineering and procurement to minimize business interruptions, maintain progress and ensure safety of project personnel.

  • Coordinate transfer of projects during the appropriate FEL gate to either Central Projects or Major Projects, depending on overall cost and/or complexity of the project.

  • Coordinate with the Capital Project Construction team on constructability and execution of projects.

Required Qualifications:

  • Legally authorized to work in the job posting country.

  • Bachelor's degree or higher in Engineering.

  • 5 or more years of project or relevant experience.

  • Ability to communicate effectively with staff, refinery leadership and outside networks; networking and team building skills are a fundamental requirement.

  • Ability to initiate continuous improvement and new ways of doing business.

  • Advanced organizational skills to make sure proper projects are scheduled and developed to meet refinery and BU strategic needs.

Preferred Qualifications:

  • 8 or more years of refining or petrochemical experience.

  • Communicate clear and specific strategies.

The Borger Refinery is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
