Job Summary

The Capital Project Manager (Manager III, Administrative Leadership) manages professional architectural or engineering services, involving multiple engineering disciplines, requiring a broad project scope and varied building code standards for Capital Construction or Facilities Maintenance projects accomplished under the KCTCS Capital Projects management system; provides professional expertise to the Office of Facilities Support Services, Colleges, and governmental agencies; performs other duties as assigned.

This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.

KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.

Job Duties:

Manages, provides observation, accepts, approves, and coordinates the design and construction of major and minor construction and/or maintenance projects, such as, major building renovations; new construction of buildings; additions and expansion of existing buildings; historical restoration of existing buildings of significant historical character; major structural modifications or enhancements to existing buildings; building code compliance upgrades that modify an existing building or site significantly; and master planning of campuses or major facilities.

Manages professional architectural or engineering services involving a broad range of engineering disciplines, such as, Architectural, Interior Design, Mechanical Engineering, Electrical Engineering, Structural Engineering, Civil Engineering, Landscape Architecture, Forensic Analysis, etc.

Inspects, observes, and monitors construction projects to evaluate the quality of work, adherence to time schedule, adherence to budget, and compliance with construction plans and specifications.

Schedules and attends progress meetings, substantial completion inspections, and final completion inspections.

Reviews, approves, and processes pay documents for professional consultants and technical contracting firms related to the design and construction of projects.

Develops and maintains documentation of and for projects, including final archival record documents.

Organizes and conducts meetings with College Representatives, professional consultants, and technical construction contractors in the design and construction of major projects.

Reports the results of the meetings indicated above to the Director of Design and Contraction on a regular basis.

Assists College staff in the development of programming needs for building projects and the gathering of predesign information necessary for the implementation of capital construction projects. Reports these needs to Facilities Support Services Leadership for further development.

Prepares and/or reviews and manages project budgets and schedules for capital projects that have been initiated. May also prepare or review a potential project budget and schedule for capital projects that are under development.

Prepare and/or review project scopes and schedules for capital projects that will be accomplished by the Job Order Contract alternative delivery method.

Reviews and Approves bid proposals and invoices for capital projects accomplished under the Job Order Contract alternative delivery method.

Supervises and monitors Capital Project Specialists as they accomplish the design and construction of capital projects under the Job Order Contracting alternative delivery method.

Explains statutes, regulations, policies, and procedures in the production and implementation of capital construction projects.

Responsible for ensuring that KCTCS procedures and policies are complied with in all aspects during any effort related to capital projects and facilities support.

Interprets, applies, and assists in development of departmental policies.

Review and analysis of highly complex issues related to Professional Disciplines which range from subsurface investigations, site and boundary survey services, aerial mapping, environmental studies, Architectural, Interior Design, Mechanical Engineering, Electrical Engineering, Structural Engineering, Civil Engineering, Landscape Architecture, Forensic Analysis, etc.

Supervises and monitors Capital Project Specialists as they accomplish the design and construction of capital projects of limited scope and complexity.

Provides support and assistance to other divisions of Facilities Support Services, to College personnel and other KCTCS staff as needed to provide the proper Capital Project management of Capital Projects of KCTCS and its various colleges.

Participates in selection committees for the review and selection of consultants or construction

manager /contractors and provides scores with recommendation to the appropriate the Contracting Officer.

Provides assistance in legal claims or construction defect issues.

Provides documentation, analytical review and testimony as required in project disputes, controversies, legal claims, mitigation, and other situational events related to capital project design and construction.

Minimum Qualifications:

Bachelor's Degree in Architecture; Mechanical Engineering; Electrical Engineering; Structural Engineering; Civil Engineering; Interior Design; Landscape Architecture and four (4) years of relevant experience or equivalent.

Must be licensed as a professional architect by the State Board of Examiners and Registration of Architects https://boa.ky.gov OR, must be licensed as a professional engineer by the State Board of Licensure for Engineers and Land Surveyors https:/ /kyboels.ky.gov Must maintain any required licensure(s), certification (s), or other credentials for the length of employment in this classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.

Preferred Qualifications:

Bachelor's Degree in Architecture; Mechanical Engineering; Electrical Engineering; Structural Engineering; Civil Engineering; Interior Design; Landscape Architecture and eight (8) years of relevant experience or equivalent.
