POSITION SUMMARY

CITY SUMMARY:

Bellaire, Texas is located seven miles southwest of downtown Houston with a population of approximately 18,862 residents and a span of 3.5 square miles. POSITION SUMMARY:

Capital Projects: manage capital projects from the project development stage through community meetings, procurement of funding, City Council approval, preliminary engineering (PER), design, bid and award procurement, construction, inspection, and the project warranty period. Projects may range in scope from roadway reconstruction with water, wastewater, drainage, and pedestrian improvements, water well rehabilitation, and wastewater treatment plant enhancements. The funding sources may range from general fund cash to local, state, or federal grants.

Grant Manager: grant administration activities involving developing, maintaining, and ensuring proper grants management procedures are in place and consistently followed. Maintaining proper documentation supporting determinations of costs and applicable compliance requirements related to award management. Supervision and direction of staff with various complex professional duties.

Annual salary range is $88,568 - $129,344

ESSENTIAL FUNCTIONS

  • Meet and build consensus with project partners, owners, and community members during the project development stage

  • Project partners may include the City of Houston, City of West University Place, railroads, Harris County, and TxDOT

  • Community members include the citizens and business owners of Bellaire

  • Project owners include various City Departments

  • Works with necessary partners to identify, track, and manage information associated with new or altered public infrastructure assets resulting from the City's Capital Improvement Program (CIP) or other similar projects

  • Coordinates work of sections and work cooperatively with other divisions and departments, outside agencies, committees, and civic associations

  • Responds to complaints or inquiries from the public, City officials, or other agencies

Project supervision to include design coordination, purchasing, bid overview, and grant procurement and management

  • Works individually and with necessary partners to identify, track, and manage information associated with new or altered public infrastructure assets resulting from the City's Capital Improvement Program (CIP) or other similar projects

  • Schedules and coordinates field visits to observe and evaluate public infrastructure assets and project sites

  • Performs complex analysis necessary to make recommendations for public infrastructure planning decisions based on remaining useful life, repair costs, the severity of the condition, and total utilization of assets

  • Projects delivered per the schedule and within the allocated budget

  • Tracks project expenditures and budgets via City enterprise Incode software.

  • Responsible for the development and presentation of information for City Council quarterly

Assists with coordinating the annual Capital budget processes by preparing documents, compiling information, meeting with the Capital Projects team and Finance Department on specific budget issues

  • Assists in developing and enacting policy; develops, maintains, and interprets branch, division, and department policy

  • Reviews and critiques methods and procedures regularly to maintain and improve efficient departmental operations

  • Evaluate departmental performance and makes or recommend needed improvements

  • Assists with preparation of budget estimates and requests; plans personnel allotments; and monitors budgets

  • Oversees preparation of purchase orders, research to determine specifications, contacts, and discusses needs with vendors

  • Attend workshops and prepare reports

Prepares correspondence on public infrastructure assessments to management

Maintains current knowledge of technological, regulatory, and legislative changes which affect specific activities and initiates actions made necessary by such modifications

Responsible for the management of project and grant consultants

  • Serves as a process leader in grant procurement and management

  • Responsible for managing the City's grant portfolio, including quality control, compliance, reporting, and financial accountability

  • Identification of outside grant opportunities, communication of identified grant opportunities, and key requirements

  • Development and maintenance of a grant tracking system

  • Preparation of accounting, statistical, and narrative reports on grants

  • Use data to drive performance, make key decisions, and ensure compliance with applicable regulations

Provides staff leadership and technical assistance to task forces, citizen advisory committees, commissions, or boards

Attends and participates in all mandated trainings, workgroups, and staff development and training activities to enhance skills and develop job skill knowledge

Contributes to team effort by performing other related duties as assigned

REQUIRED QUALIFICATIONS

  • Bachelor's Degree in Public Administration, Project Management, Business, Civil Engineering, or related field

  • Five (5) years of full-time work experience performing highly visible programs or capital projects with major departmental or citywide impact, code enforcement, or urban planning project management duties

  • Three (3) years of full-time work experience performing grant management and reporting duties

PREFERRED:

  • Three (3) years of full-time supervisory or lead experience that provided the skills to lead a group of professionals in a technical field

  • Public agency experience
