POSITION DUTIES AND QUALIFICATIONS SUMMARY OF DUTIES: Manages complex projects and coordinates experts from different fields for the duration of each project.

Prepares forecasts of needed funds, assists in developing and implementing project budgets, and monitors expenditures. DUTIES AND RESPONSIBILITIES: Position Specific Summary The Capital Planning and Development Project Manager position at the City of Tucson Parks and Recreation Department manages complex building, landscaping, and construction projects, coordinating experts from different disciplines for the duration of each project.

This position prepares forecasts of needed funds, assists in developing and implementing project budgets, monitors expenditures, and communicates with internal staff and the public on project scope and schedule. These projects address recreational, sports league, sustainability, resilience, and community-building needs of Tucson residents, across all age ranges and abilities. Work is performed under the supervision of the Parks and Recreation Administrator in Capital Planning and Development.

This position does not supervise. Duties and Responsibilities Project Management (45%) - Essential Manages, directs, and problem-solves complex design and construction projects during all project phases. Coordinates work of engineering, architectural, and landscape architectural consultants.

Oversees parks and recreation projects addressing recreational, sports league, sustainability, resilience, and community-building needs of Tucson residents. Forecasts timeline and project parameters. Conducts and attends meetings with relevant parties to present project plans and obtain public feedback.

Attends and presents at community engagement meetings and events and summarizes public feedback for incorporation into design. Prepares design and construction documents for requisitions and contracts. Reviews and approves specifications, plans, documents, and cost estimates for City projects.

Deploys resources, both internal and external. Coordinates and communicates with contracted and relevant parties. Completes projects effectively and efficiently within budget timelines.

Budget Tracking and Forecasting (30%) - Essential Prepares forecasts of necessary funds and funding shortfalls for projects. Assists in the development and implementation of project budgets. Monitors project budgets and authorizes expenditures and budget allocations.

Reviews budget documents and prepares reports and communications. Intra-and-Inter-departmental Collaboration (10%) - Essential Collaborates on project goals to meet departmental and partner objectives. Coordinates with partner agencies and organizations to ensure project success and regulatory compliance.

Makes presentations internally and externally to communicate project goals and refine project implementation. Develops working relationships across departments and external partners. Identifies project schedule impacts to programmatic function to allow for intentional adjustments, and communication to the public or internal staff planning to accommodate interruption.

Administrative Support (10%) - Essential Prepares and reviews reports and correspondence. Reviews policies and procedures and performs safety audits and inspections. Provides advice after researching and analyzing information such as cost-benefit studies.

Develops and maintains databases of project-relevant information. Responds and forwards public inquiries. Prepares scopes of work for request for qualification and request for bid documents, construction bid specifications documents, and coordinates SBE/DBE goals.

Other Duties as Assigned (5%) - Non-Essential Performs all other duties and tasks as assigned. Directs helpers, assistants, seasonal employees, interns, volunteers, or temporary employees occasionally and may temporarily act in a higher capacity. Working Conditions Indoor and outdoor work with some exposure to physical, ergonomic, or emotional hazardous environment.

  • Certified Playgrounds Safety Inspector (CPSI) certification. Preferred field of study or area of experience: Parks and Recreation, Engineering, Planning, Landscape Architecture, Public Administration, Business Administration, Architecture, or Environmental Science Over 3 years managing complex construction projects with multiple funding sources, coordinating experts from different disciplines, native plant and landscaping, and large-scale irrigation., The Certified Playgrounds Safety Inspector (CPSI) certificate must be obtained within 12 months of hire and must be maintained throughout employment in this position., Valid and Unrestricted Class D Driver License
