Job Title: Capital Investment Procurement Sourcer

Location: Hebron Ohio

Duration: 1.5 - 2 years

Pay Rate: $40-55/hr.

Education: B.S. or B.A. degree in Engineering or a Business area and a minimum of 5 to 10 years of experience in Project procurement preferably in a EPC or chemical industry

Description:

The position holder works in Capital Investment (CI) Procurement organization within the Technical Goods Sites and Services (TG&S) hub. The primary responsibility for this position is to perform sourcing for construction services for capital projects in Baytown. This position will also be responsible for sourcing of technical goods and contracting activities for Capital Projects across Covestro Sites in US.

The Sourcer is responsible to support the stakeholders for the entire purchasing process (S2C) and to ensure compliance to the applicable regulations and procedures. The position holder is the first point of contact for the local stakeholders. The position holder has a significant influence on the successful execution of CI Projects, and that CI Procurement contributes best to the defined project targets Safety, Quality, Budget and schedule.

Major tasks and responsibilities of position:

Perform all Procurement activities related to purchase of pumps and pump parts and contracting for off-site repairs. Major activities include:

Support the Project Procurement Manager (PPM) of CI Procurement in performing the sourcing events for Large Capital Procurement Construction services for CI Projects in the NAFTA region.

Perform sourcing events for Small and Medium size CI projects.

Ensure the planning and execution of all Procurement activities in his/her responsibility in accordance with the CI Handbook and Procurement Standard SOPs.

Coordinate with other relevant functions such as Tactical Buying, Content Management, PO Execution or other stakeholders (legal, insurance, credit management, accounting ...)

Support the stakeholders for their respective requests and guide them inside PRO

Collaborate with other Covestro departments to manage active contracts and contractor/supplier relationships, ensure performance against criteria such as safety, cost, schedule compliance, and quality, and drive resolution of performance problems, contract disputes, warranty disputes, and claims.

Identify opportunities to increase automation (e.g. ARIBA, creation of SAP outline agreements, bringing more materials under existing outline agreements, etc)

Participate in, and lead where required, the continuous improvement process for Procurement related services, including market research on contractors and suppliers, internal customer training, contract template revisions, and Procurement process improvements.

This position proactively collaborates with various project execution disciplines and other commercial disciplines

The job holder is responsible for making decisions on contractors critical to Covestro"s construction, production, quality, reliability, profitability, and safety.

Negotiate and issue purchase order and/or contracts, deliver savings

Know (basic) the different types of contracts, scope and service specifications, IT tools (Ariba, SAP, P4U, Office ...)

The position holder is an individual contributor with no direct reports, active on many teams in parallel, and leads teams through the sourcing and negotiation process.

Qualifications (Education, skills, experiences and personal characteristics necessary for success in this position)

The position requires a B.S. or B.A. degree in Engineering or a Business area and a minimum of 5 to 10 years of experience in Project procurement preferably in a EPC or chemical industry.

Basic Sourcing, Negotiating and contract management skills, as well as working knowledge of legal claims, litigation, and business law is desirable. The ability to understand and communicate both legal and technical issues is essential, as is the ability to understand market trends, corporate culture and goals, and regional influences.

Knowledge of contract negotiations and management, supplier relationship management, commercial law, modern procurement processes and practices is desirable.

Demonstrated and strong analytical skills and ability to organize data to derive insights for business decisions. Basic knowledge of SAP and Ariba systems is desirable.

The skills necessary for this position to be effective are interpersonal, technical and analytic, with a good understanding of business needs and challenges.
