Position: Capital Improvements Division Head

Location: Waukegan, IL

Salary: $98,525.54 - $113,561.30

Job Summary:
In this role you will serve as the supervisory interdisciplinary engineer or architect in the field of design and construction engineering and will be the primary point of contact for coordination of all assigned Capital Improvements (CI) projects within the Facilities and Construction Services (FCS) department.

Responsible for developing the annual resource requirements for CI; monitors use of assigned capital, facilities assessment, operational, and customer provided funding, and initiates appropriate planning and corrective action as necessary; identifies and champions project development strategies; identifies and contracts professional design services as required to advance strategic initiatives; provides representation on professional services selection including: contract negotiation, award, and implementation; provides representation on construction contract selection including: procurement, initiation, management, and contractor claims; reviews proposed field changes for design integrity and assures changes fall within assigned budget; assures that Board and administrative constraints on project scope and dollars are complied with (including reimbursable project dollars) , assures that customer desired schedules are met; serves as FCS point of contact for the technical aspects of project design and construction matters.

Actively supervises a diverse technical staff, The exact number of direct and second tier subordinates is subject to some fluctuation based upon Board approved workload, however, the in-house personnel directly supervised will normally include a minimum of two Grade-9 (or equivalent) Engineers/Architects, and two Grade-6 Construction Engineering Technicians (ET).

Ensures detailed engineering design plans and specifications, and respective cost estimates, provided by his/her in-house or via A/E staff is completed accurately via proper design quality control/quality assurance and on time.

Performs as the lead technical representative within FCS in matters involving construction contract changes and claims. The incumbent reviews and approves FCS position concerning contractor entitlement for change through interpretation of contract clauses and the technical requirements of plans and specifications.

Responsible for accurately projecting, monitoring, and reporting on work in place (WIP). Incumbent conducts regular project status meetings with PM staff and ensures all applicable information is documented and recorded. Incumbent closely monitors projects that have established Actual Beneficial Occupancy Dates to facilitate contract closeout.

In order to be successful in this role you should have a bachelors degree in architecture, engineering, construction management or related field and 5 years of experience. Individuals should have a working knowledge of general office software programs such as word processing, spreadsheets, and specialized construction related software programs such as AutoCAD, Revit, and MS Project; possess the ability to effectively problem solve and have the ability to work both individually and in a team atmosphere.
