The successful candidate will be primarily responsible for the inspections of Water and Wastewater System Capital Improvements.
The candidate should have experience in inspecting large water and wastewater construction projects including but not limited to:
The construction, rehabilitation or decommissioning of:
Groundwater wells
Water system storage tanks
Booster pump stations
Lift stations
Water and wastewater treatment facilities

JOB CLASSIFICATION SUMMARY
Incumbents supervise, oversee, manage, and coordinate the Capital Improvement Program (CIP) inspections staff in the management of multiple large, complex construction projects as a part of the Town's CIP Department. Duties include: Performing site/field inspections for capital improvement projects, record keeping, supervise inspections staff, review plans and specifications for CIP projects; assist project management teams in preparing reports, budgets, project close-outs and final reports.
DISTINGUISHING CHARACTERISTICS
This is a supervisory level construction inspection classification in the construction management job family that requires considerable and broad knowledge in assigned function. As a first level supervisor, assigns work to subordinates, counsels employees, resolves issues and grievances, conducts performance evaluations and provides recommendations for hiring, terminations, discipline, salary actions, etc.
ESSENTIAL DUTIES
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town's needs.
Supervises a team of inspectors providing daily construction management and inspection for CIP projects delivered by the Town. Projects include roadways, water and sewer system improvements, parks and other municipal facilities.
Coordinates daily work activities for assigned inspectors; organize, prioritize, and assign work based on staff abilities; monitor status of work in progress; confer with assigned staff, assist with complex/problem situations, and provides technical expertise; coordinate or conduct staff training activities.
Communicates with contractors, developers and private engineers to clarify requirements for construction projects. Advises contractors on policies, procedures and acceptability of proposed methods. Enforces contact provisions as required to ensure contractor performance.
Communicates with supervisor, employees, other departments, developers, contractors, engineers, surveyors, utility companies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/ receive advice/ direction.
Reviews and creates departmental policies and procedures in regards to project inspection activities from start of construction through turnover and closeout.
Meets regularly with Project Management staff to ensure clear communication of construction project status and to identify any project challenges or issues that arise.
Attends project meetings during construction of CIP projects; solve problems and conflicts relating to construction problems.
Reviews documents for acceptable construction standards prior to bidding/procurement. Seeks to find value engineering improvements throughout project duration. Conduct pre-construction conferences.
Ensures proper documentation of construction projects including daily reports, testing reports, as-built preparation and all required contract documentation and noticing.
Works with the assigned project manager and inspector to review pay applications, change orders, requests for information etc.
Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals and writing performance evaluations.
Performs related work as assigned.
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor's Degree in construction management, civil engineering, or related field and a minimum of five years of inspection experience with a public agency with two years supervisory experience.
LICENSING/CERTIFICATION REQUIREMENTS
Valid Arizona Class D Driver's License
Preferred - the American Public Works Association (APWA) CPII certification.
Preferred - The American Concrete Institute (ACI) Grade IA certification.
When assigned to CIP Utilities, the Inspector Supervisor will also have the following preferred certification:
KNOWLEDGE
Supervisory principles and practices;
Construction practices in concrete, asphalt, grading & drainage, and underground pipe;
Project management principles and practices;
Job site safety;
OSHA guidelines;
Dispute resolution;
Basic engineering principles;
Customer service principles;
Maricopa Association of Governments (MAG) specifications and details;
Inspection procedures;
Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities.
