Job Duties
The Department of Behavioral Health and Developmental Services' (DBHDS) Office of Environment of Care (OEOC) is seeking an experienced administrator to perform a variety of administrative and business functions, including capital budget software; capital budget maintenance and analysis; liaison with the DBHDS Budget office; capital procurement support including eVA; annual financial and project reporting for DBHDS, DEB & DPB; and other duties as assigned. This position administers and maintains the application of the Agency's project management/capital budget software, maintains financial logs (for contracts, invoices, change orders), and assures files and reports comply with audit requirements of the APA. This position reports to the Operations Manager, Office of Environment of Care.
Minimum Qualifications
Capable of using a diverse range of computer programs including, but not limited to Microsoft Office Suite, AssetWorks by Facility Force (aka "AiM") and have an interest and aptitude to support and improve the application of various specialized support software systems. Some knowledge of laws and codes related to capital budgets and fiscal operations in the Commonwealth of Virginia.
Ability to work well in a team environment, self-motivated and interested in serving the Agency's clients and meeting the office goals. Knowledge and experience with Capital Outlay processes and procedures. Interpersonal skills capable of fostering and maintaining effective working relationships with Project Managers and related departments within the Agency.
Additional Considerations
Work experience in budget management or accounting. Possession of or the ability to attain certification as a Virginia Construction Contracting Officer (VCCO) or as a Virginia Contracting Associate (VCA) within one year of hire.
