The successful candidate for the CAP Assistant Director will provide the CAP construction logistics and operations groups with leadership and forward-thinking direction, management, and coordination on multi-million-dollar Force Account construction, renovation, and major maintenance projects.

The CAP Assistant Director directly supervises one Construction Logistics Manager, two Construction Operations Managers, one Safety Program Coordinator, and one CAP Apprenticeship Coordinator, which provide technical expertise and administrative supervision and direction in the areas of construction management, critical path method (CPM) scheduling development and compliance, personnel manpower management, project logistics coordination and management, construction equipment and material procurement, project inspections, project monitoring, construction administration, safety, and apprenticeship training of offenders.   This position is directly responsible for ensuring all construction, renovation, and major maintenance projects delivered by CAP, are constructed within the work scope, budget, and schedule, all while constructed in accordance with the project drawings, specifications, and NC Building Codes.

This position has a duty station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office with occasional overnight stays within areas of North Carolina.  This position is assigned a duty station located State Owned work vehicle for standard business use and overnight stays when required.  The work schedule is Monday

  • Thursday 7:00 AM - 5:30 PM but occasionally could require work hours on Fridays.

This is a full-time position ((40 hours per week) with State Benefits.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience in planning, coordinating, and managing construction personnel in varied trade disciplines, in the execution of construction, renovation, AND/OR major maintenance projects.

  • Demonstrated experience developing and updating resource dependent Critical Path Method (CPM) construction schedules for complex, multi-million-dollar new construction, renovation, AND/OR major maintenance projects using Primavera Scheduling Software.

  • NC Licensed Professional Engineer

  • Demonstrated knowledge of construction project methodologies and project management experience for new construction, renovation, AND/OR major maintenance projects.

  • Demonstrated experience with cost estimating, and procurement of materials and equipment for construction, renovation, AND/OR major maintenance projects.

  • Demonstrated experience with reading/interpreting construction plans and documents.

Management Preferences:

  • Ability to use MS Office (Word and Excel) and willingness to learn new software programs.

  • Demonstrated knowledge of OSHA standards, State Construction Office guidelines, North Carolina Building Codes, AND/OR laws and ordinances governing institutional / industrial / commercial construction.

  • Thorough knowledge of NC General Statutes and processes governing public construction.

  • Ability to establish and maintain effective working relationships with employees, architects, engineers, contractors, and State agency managers.

  • Ability to clearly and concisely communicate both verbally and in writing

  • Licensed Limited or Unlimited General Contractor

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of six years progressive engineering experience including three years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualifications:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

May require certification as a Project Management Professional (PMP) from the Project Management Institute.
