Job Summary

The Campus Police Sergeant creates and maintains a safe and secure environment for community members to engage in pursuit of higher education, visitation of guests, and security of campus properties.

The Sergeant performs all duties of a sworn police officer while supervising assigned sworn and non-sworn subordinate staff in performance of a full range of public safety enforcement, security, and campus services. It is a designated position of trust.

Responsibilities

  • Promotes fair and equitable enforcement of applicable laws, policies, regulations, and institutional rules while maintaining the integrity, professionalism, values, and goals of the department and the institution; performs Public Safety duties while following best (police) practices and in compliance with state and federal laws, rules and regulations to include Clery, FERPA, HIPPA, Title IX, USG and GGC policies and Public Safety Accreditation Standards and Standard Operating Procedures; performs duties of a Campus Security Authority (CSA), as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act)

  • Functions in a leadership role (under limited supervision) performing a range of supervisory duties: participates in the selection process/hires employees, leads, or arranges orientation and training for employees in the unit, assigns work and work schedules, approves time records, coaches, evaluates and disciplines employees; oversees issuance and inventory of college issued clothing, gear, and equipment (including vehicles); monitors employee compliance with applicable laws, court rulings, policies, regulations and accreditation standards; inspects appearance, equipment and duty assignment; holds responsibility for the review, accuracy and approval of reports prepared by subordinates

  • Maintains confidentiality of contacts, conversations, statements, documents, recordings, reports, photographs, video recordings, printouts, radio communications, and all other forms of printed, digital, or computerized information

  • Prepares and presents patrol shift briefings; performs duties as Incident Commander for criminal or other large scale incidents; identifies and reports campus safety issues for risk assessment and maintenance review; coordinates the response of emergency rescue units and performs all associated duties; manages assigned staff and resources when called to support neighboring jurisdictions (Mutual Aid) in the enforcement of state laws or city ordinances; reviews documents, attends and testifies in city, state, superior, juvenile, and federal courts as well as the Grand Jury; participates in student integrity hearings

  • Performs limited duties normally associated with a lieutenant, or the duties of a patrolman, Campus Security Officer, or Communications Officer, or other function as deemed necessary; duties may vary by assignment to Division of Administration or Division of Operations, or other unit or program of Public Safety; responds to injured, or sick persons, or persons possibly in critical, life threatening circumstances; renders first aid, or other life-saving acts; directs traffic on campus property, or on a roadway using hands, traffic vests, and flashlights; moves and sets up barricades and traffic cones to form directional lanes for vehicular travel; pushes disabled vehicles from traffic accidents; maintains proficiency in the use of all police related equipment

  • Functions as a liaison with local, state, and federal first responder services and justice system authorities to provide information and training opportunities to improve joint responses to emergency and non-emergency events on campus, to assist with investigation, apprehension, and prosecution of criminal violators, to include presentation of pertinent information, observations, and suggestions to chain-of-command for analysis

  • Participates in the development of general, or complex operational plans, to provide guidance for daily activities, emergency or non-emergency responses, planned campus events, or implementing approved operational plans

  • Performs work as scheduled which may be day shift, evening shift or morning shift, and may include working weekends, holidays, and overtime; off-days may rotate, and there may be sudden changes to work assignments due to re-assignment to a specialized police unit or division, a campus or community emergency, a special event or other activities that may require 10 hour or 12 hour shifts

  • Performs other duties as assigned

Required Qualifications

  • High School or GED

  • Four (4) years of experience as a GAPOST certified peace officer in good standing as defined by GAPOST or certification as a law enforcement officer by an agency other than GAPOST with a similar record and years of experience

  • Holds an unblemished record of prior termination, resignation in lieu of termination, investigation, suspension, probation, unpaid fees or delinquent training requirements

  • Meets qualifications for GAPOST Peace Officer Basic Mandate Academy admission

  • Completes GAPOST Peace Officer certification training or GAPOST Equivalency of Training within one (1) year of employment

  • Completes pre-employment criminal history check (no felony convictions, or domestic violence related convictions, or convictions of crimes of moral turpitude, or convictions of serious traffic offenses), background check, physical, drug test, physical agility test (if applicable), polygraph exam, psychological exam and credit history check

  • Possesses and maintains a valid, unrestricted, Georgia Driver's license

Preferred Qualifications

  • 2 Year / Associate Degree

  • 4 Year / Bachelor's Degree

  • Currently employed, or has been employed in the last 12 months, by a GAPOST recognized law enforcement agency

  • Three (3) years of college campus policing experience

  • One (1) year of experience as a First-Line Police Supervisor

  • Associate or higher college degree in criminal justice or related field of study

  • Completion of Georgia POST Peace Officer Professional Training Certificates:

  • Intermediate

  • Advanced

  • Advanced Patrol Techniques

  • Advanced Traffic Enforcement / Accident Investigation

  • Criminal Apprehension of Patrol

  • Basic Criminal Investigations

  • Interviews and Interrogations Techniques

  • Search Warrants and Affidavits

  • Search and Seizure for Law Enforcement

  • Field Training Officer

  • Supervisor Levels 1, 2, & 3

  • General Instructor

  • Crisis Intervention Team Training

  • Completion of Federal Emergency Management Agency Training Certificates:

  • Basic Incident Command Levels 100 & 200

  • Completion of current year GAPOST mandatory annual training

  • Completion of Clery Act Training Course for Police and Public Safety

  • Completion of Advanced CSA Training Course for Police and Public Safety

Knowledge, Skills, & Abilities

  • Knowledge of federal, state, and city criminal, traffic, procedural laws, ordinances, court decisions, department policies, emergency procedures, general orders, operation orders, police management regulations, rules and laws

  • Knowledge of methods and techniques of public relations

  • Knowledge of policies, laws, rules and regulations applicable to the administration of services provided by Public Safety

  • Knowledge of Public Safety training methods and techniques, to include fire arms and less lethal training, to ensure safety of participants and maximum performance

  • Knowledge of scheduling and supervisory techniques, crime prevention programming and teaching techniques and records management

  • Knowledge of safe operations of Public Safety equipment and devices

  • Ability to produce written documents with clearly organized thoughts proper sentence construction

  • Ability to perform investigations of internal affairs and complaints against employees and investigations related to hiring practices

  • Ability to create and maintain safe work environment; manage assigned unit, program, and campus services in support of operational plans

  • Ability to administer cardio-pulmonary resuscitation (CPR), apply and operate an automated external defibrillator (AED) and administer naloxone/Narcan

  • Knowledge of the duties performed by a police officer, first-line police supervisor and manager, incident command; criminal and internal Investigator, community policing, crime prevention, and parking services; ability to perform these duties

  • Knowledge of professional standards and accreditation standards

  • Knowledge of the principles of supervision, training, and performance evaluation and the ability to perform these functions

  • Knowledge of basic principles and practices of a professional law enforcement organization, law enforcement and security theories, principles, and terminology of criminal law, criminal procedures and practices and their application to a wide variety of services and programs

  • Knowledge of best practices, methods and techniques used in providing law enforcement, security, and crime prevention services and activities to include investigation, apprehension, identification, patrol techniques, traffic control, parking controls, records management, and care and custody of persons and property

  • Knowledge of finance, budgeting, planning, and labor relations theory and practices

  • Knowledge of general and specific social problems and cultural community members

  • Ability to work under the pressure of stressful situations and deadlines

  • Ability to recognize and control sources of personal stress in order to effectively perform job requirements

  • Ability to communicate effectively by phone, police radio system or in person in a group or one-to-one settings; to learn radio codes and terminology in order to communicate clearly via two-way radio

  • Ability to work cooperatively with employees of other community members and agencies to develop, plan, and schedule community outreach and crime prevention programs

  • Ability to establish and maintain good working relationships with supervisor and co-workers and to display professionalism when dealing with students, co-workers, management, and the public

  • Ability to remember names, faces, details of incidents, and to memorize and quickly recall locations, buildings, and places

  • Ability to communicate verbally and in writing and to read materials written in English

  • Ability to operate basic computer programs (Word, Excel, Internet) and police record systems

  • Ability to maintain annual and mandatory certification(s) of state training requirements, to include firearms and less lethal devices, and other assigned professional training, and to obtain and maintain additional certifications

  • Ability to maintain complete and accurate records

  • Ability to accurately and safely use firearms, to include semiautomatic pistol, semiautomatic rifle and shotgun, and less lethal weapons

  • Ability to maintain moral integrity and confidentiality

  • Ability to act quickly and calmly in emergencies to perform duties as first responder

  • Ability to perform a broad range of supervisory responsibilities over sworn and non-sworn staff

  • Ability to analyze problems, identify alternative solutions, and implement recommendations in support of goals
