This position provides for the safety and well-being of students, faculty, staff, visitors, and property through the enforcement of college policies and procedures in addition to applicable state, and local laws and regulations. The position reports directly to a Campus Police Sergeant, or the Assistant Chief of Campus Police.

  • Engages in public safety patrol functions that include walking foot patrol, stationary patrol; physically checking buildings, and climbing flights of stairs; assists with the patrol coverage of off-campus and other facilities used by the College.

  • Enforces College rules and regulations including the monitoring and enforcement of smoking and tobacco-use regulations on campus.

  • Monitors and manages motor vehicle traffic on the parking lots. Will direct and control traffic as required.

  • Contacts and coordinates with local law enforcement and emergency services in the event of incidents or emergencies on campus as appropriate.

  • Detains, intervenes, apprehends, and arrests suspects, and conducts investigations as necessary. Applies for charging documents as appropriate.

  • Responds rapidly to emergency/security issues at the College, including providing emergency first aid as necessary.

  • Functions as part of the College Crisis Management Team.

  • Prepares written incident and physical injury reports, routine security-related reports, statistical reports and other documentation as required.

  • Monitors activity within the buildings and grounds including entrances and exits with the aid of electronic surveillance systems.

  • Attends and successfully completes firearms, OC Pepper Spray and any other related training mandated by the College, including in-service training.

  • Attends and successfully completes any required certifications, such as First Aid/CPR/AED, as required by the College.

  • Communicates effectively with the college community by providing information, mediating disputes, and advising of criminal and administrative processes.

  • May act as lead officer on a shift as assigned.

  • Performance of other duties as assigned.

  • High school diploma or equivalency issued by a high school or recognized by a state's Department of Education

  • Successful completion of an approved SPO Academy.

  • Candidates without successful completion of an approved SPO Academy must be willing to complete training, as a condition of employment, within a year of hire, unless an extension is granted. 

  • SPO Academy requirement waived if candidate has a current Maryland Police and Corrections Training Commissions (MPCTC) Police Officer certification or within 5 years of being a certified Police Officer.

  • Experience as a certified Law Enforcement Officer (LEO) with demonstrated firearms proficiency and safe firearms handling through an initial qualification course.

  • Candidates without experience will be required to complete a 40-hour firearms training course as a condition of employment.

  • Be at least age 21 at time of appointment as a Maryland Special Police Officer

  • Position requires the candidate to carry a handgun; must meet qualifications to obtain a Special Police Commission and Maryland handgun permit based on availability of required training and demonstrate proper handling and use of a handgun.*

  • Be free of a felony or serious misdemeanor conviction, including domestic violence

  • Meets the standards established by Carroll Community College regarding possession of or use of Controlled Dangerous Substances

  • Valid driver's license with good driving record (3 points or less at time of hire; no current or past serious violations as determined by the Chief of Campus Police).

  • Must have not been arrested for DUI within the past five years (60 months)

  • Must be available to work flexible hours and various shifts including evenings, weekends, and required overtime on short notice

  • Successfully pass a medical examination to certify general good health and meet or exceed physical standards established by Carroll Community College, including drug testing

  • Successfully pass a thorough background investigation and psychological examination to determine fitness for the position

  • Wear assigned uniform and safety equipment

  • Must be positive, cooperative, and supportive

PREFERRED QUALIFICATIONS:

  • Successful completion of an MPCTC certified Entry Level Police Academy or SPO Academy with 2 years' prior experience as a Maryland Special Police Officer or Maryland Certified Law Enforcement Officer. Candidates with successful completion of a Correctional Officers Training Academy may be considered.

  • Prior experience as a certified police officer

KNOWLEDGE, SKILLS AND ABILITIES

The employee must:

  • Be able to conduct quality visual and audio surveillance for extended periods of time

  • Be able to affect an arrest using handcuffs and other restraints; pursue and subdue resisting suspects using maneuvers and weapons, and resort to the use of hands and feet and other approved weapons in self-defense

  • Demonstrate the ability to exercise independent judgement in determining when there is reasonable suspicion to detain, probable cause to arrest or charge, use force and to what degree, and when probable cause exists to permit a search and seizure

  • Demonstrate an understanding of criminal and constitutional law, as annotated

  • Be able to achieve and maintain the appointment of a Maryland Special Police Officer

  • Possess analytical and decision-making skills to identify problems, weigh solutions, recognize alternatives and their implications quickly

  • Demonstrate interpersonal skills in oral and written communications, including the ability to use a computer; compose an accurate and descriptive incident report; take appropriate notes of police actions taken; prepare notes and reports for court testimony; operate wireless communications equipment

  • Operate a departmental vehicle safely and proficiently

SALARY INFORMATION:

This position will be placed on the 12-month non-exempt staff salary scale at grade 9.  Actual salary placement based on qualifications and experience.  Position includes excellent benefits package.

PHYSICAL DEMANDS:

Work can require a high level of effort. Requires the ability to walk and stand for long periods of time. Work may be physically demanding at times and may potentially require running, chasing, and physically subduing a suspect. Additionally, the following physical abilities are required:

  • Balancing, crouching, climbing, crawling, kneeling, stooping

  • Grasping, handling, reaching, repetitive motion

  • Lifting, pulling, pushing, smelling

  • Hear/talk/communicate - must be able to exchange information and communicate

  • Visual acuity - ability to perceive or detect surroundings

  • Mental acuity - able to focus, concentrate, understand, and convey subject matter

  • Stand/sit/walk/run - able to move or traverse from one area to another

WORK ENVIRONMENT:     

College campus, direct contact with diverse students, staff, faculty and the general public in classrooms, common areas, offices, and campus environments. The work environment involves potential risks of violence or dangerous situations that could result in bodily harm. Officer duties are performed in such places as offices, meeting rooms, parking lots, cars, and training rooms. The position requires the training and safe carry of weapons, use of conflict management skills, proper maintenance and use of equipment, including, but not limited to, weapons, uniforms, office equipment, and vehicles, and may need to use specialized equipment following college safety protocols in emergency situations.  Observance of workplace fire and building safety regulations and college policies.   Observance of traffic laws when/if driving a college vehicle.

This is an evening position (hours vary) with schedules either Tuesday

  • Saturday or Sunday

  • Thursday.

TO QUALIFY FOR EMPLOYMENT, SELECTED CANDIDATES MUST: 

  • successfully complete a criminal background check (for designated positions)
  • be able to work on campus as of the first day of employment
  • be a resident of DE, MD, PA, VA, WV or DC as of the first day of employment
  • be currently authorized to work in the US, as the College does not offer Visa sponsorships
