Job Description and Duties
Under the direction of the East Region Maintenance Manager I, the Caltrans Maintenance Area Superintendent (CMAS) is responsible for providing the District guidance on unsheltered encampments, the process on debris removal within the State right-of-way, and ensure compliance with the Department's policies on safe operation and performance of the State Highway System, while respecting the rights of the unsheltered individuals. The CMAS prepares and processes encampment contract requests, including scope of work, amendments, and renewals as needed; participates in internal and external task force groups and committees, oversees contractors with contracts related to unsheltered encampments, and assists in training district employees on unsheltered encampments.
A Class C driver's license is required. Strong oral and written communication skills are required. This position is subject to work irregular work shifts. This position is not represented under collective bargaining.

The SOQ must follow the number format, must respond to the criteria below, must not exceed two pages in length, and be typed in size 11 Arial font.
1.Describe and list your experience with various Microsoft Office programs and, your ability to perform research, prepare, develop, and complete documentation and reports for management, including experience with tracking inventory and reading plans, writing emails, and scheduling meetings.
2.Describe your experience and ability in developing suggested improvements to safety and present them effectively in written communication to present to staff and tracking mandated staff training for compliance.
3.Describe your experience and ability to effectively work with and lead a team, while working independently, making decisions/recommendations, and setting priorities to ensure deadlines are met, and following and giving verbal and written instructions.
4.Describe and list your experience and/or knowledge of Integrated Maintenance Management System (IMMS), inventory/purchasing, Caltrans Injury and Illness Safety Manual, Maintenance Manual (Chapter 8), enforcing work zone safety, Maintenance, and Construction work practices and policies, and how to successfully use these in the workplace.

Knowledge of: Caltrans Maintenance programs and functions and the Mission, Vision and Goals of the Department; material and equipment used in the maintenance of State highways and operations of a maintenance territory; working knowledge of roadside maintenance functions and activities associated with unsheltered encampments, litter and debris abatement, graffiti removal and prevention, contract management, other maintenance management activities; Caltrans Injury and Illness Prevention Program, the Caltrans Safety Manual, and the Caltrans Maintenance Manual (Chapter 8); rules and regulations of maintenance operations, emergency response, employee health and safety, traffic safety, labor relations, computerized management systems, personnel management, and factors which influence the impact of transportation facilities on the environment, communities and the economy.
Abilities to: Acquire expertise regarding procedures and interpret policies of the Department; plan, organize, and provide guidance to others; gather and analyze data; reason logically, draw valid conclusions, and make appropriate recommendations; analyze situations accurately and develop an effective course of action; communicate clearly both orally and in writing; give presentations and communicate our goals and objectives. The incumbent is expected to work with others and may act as a program specialist while coordinating activities with other agencies and external organizations.
Analytical Requirements: The incumbent must be able to analyze and evaluate field performance and reported data to ensure intended goals and objectives are met consistent with Department policies and guidelines and within budget allocations. The incumbent must be able to apply logic to complex problems associated with the unsheltered encampment program and other roadside programs, evaluate risks, and make objective recommendations that support resolutions of maintenance-related issues.
