The County of Santa Barbara's Behavioral Wellness Department is accepting applications to fill one (1) full-time position for an Outpatient Clinical Operations Lompoc Regional Manager in Lompoc, California. Although located in Lompoc, this position will have countywide responsibility and will require occasional travel to Santa Barbara and Santa Maria.

Note: The county is currently engaged in a management classification and compensation project which may result in changes to this job classification at the conclusion of the project. Pending board approval, effective June 24th, 2024, this position is projected to be a Health Service Manager II classification under the new management classification and compensation structure. If hired into this position after June 24th, 2024, this position will be at-will and exempt from Civil Service protections.

THE POSITION

The Outpatient Clinical Operations Lompoc Regional Manager is responsible for assuring the provision of mental health services as required by the State of California for all Medi-Cal beneficiaries which includes children with serious emotional disturbance, transitional age youth (TAY), adults and older adults with serious mental illness. The Behavioral Wellness Department is responsible for implementing and overseeing services funded by the Mental Health Services Act (MHSA). All services are delivered through both department-operated and community-based organizations (CBO's).

DISTINGUISHING CHARACTERISTICS

This is the second manager level in the Health Services Management job family series and manages mid-size programs within a department or division, or multiple small programs. Incumbents establish annual goals and priorities, influence the direction for new or revised services, programs, processes, standards, or operational plans, based upon the County's long-term strategies. Positions have a direct impact on the work units or programs and may impact the entire department.

SUPERVISION RECEIVED AND EXERCISED

Reports to an executive or Level III manager. Provides direct supervision to two or more individuals within a program. Exercises direct and indirect supervision over assigned professional, technical, and administrative staff.

The Outpatient Clinical Operations Lompoc Regional Manager will oversee services for a caseload of approximately 500+ clients. Services may include:

  • Crisis Triage and Response

  • EPSDT services at the Children's Clinic including individual, family and group therapy, assessment, rehabilitation services, plan development, case management and peer support.

  • Transitional Age Youth (TAY) programs including Full-Service Partnership as well as assessment and treatment of individuals experiencing first episode psychosis.

  • Specialty Mental Health Services at the Adult Clinic

  • Collaboration with Community-based Organizations in transitioning cases, connecting to additional resources and coordinating care for clients served by joint teams comprised of BWell and CBO staff.

ABOUT THE DEPARTMENT: Founded in 1962, it is the mission of the Department of Behavioral Wellness to promote the prevention of and recovery from mental illness and addiction among individuals, families and communities, by providing effective leadership and delivering state-of-the-art, culturally competent services. The Department provides treatment, rehabilitation, and support services to 10,000 clients with mental illness and substance use disorders annually through its professional staff of over 400, in addition to its many contracted Community-Based Organization (CBO) providers.

The IDEAL CANDIDATE will have the following:

  • Experience in a County Mental Health Agency is preferred.

  • A skilled manager of people who can inspire high standards and a sense of working together to accomplish organizational goals for Lompoc Programs and work with a team of peers to develop and achieve broader-based Countywide goals for the entire branch.

  • A strong background in mental health services is essential.

  • Management or supervisory experience in County or other publicly funded community mental health systems serving children and adults, including persons with co-occurring conditions (e.g. substance abuse).

  • Strong demonstrated leadership experience.

  • Skill in developing collaborative relationships with community providers, interagency partners, and stakeholders, including consumers and family members.

  • Team player attitude with a whatever it takes approach.

  • Ability to create a working environment dedicated to the delivery of best practice services that support the recovery goals of consumers.

  • Ability to read and interpret data to successfully conduct data driven decision making.

  • Bilingual skills in English/Spanish are highly desirable but not required.

Examples of Duties

Consistent with Behavioral Wellness' vision of integrated local service systems, the Outpatient Clinical Operations Lompoc Regional Manager will:

  • Manage the continuum of mental health services. Plan, coordinate, and evaluate health services programs and/or projects in areas including, but not limited to public health, mental health and recovery, correctional health, and medical health programs and projects.

  • Oversee contracted providers in diagnostic and/or clinical settings. Be responsible for assuring a comprehensive system of emergency services and crisis stabilization, intake, referral, treatment planning, service delivery and oversee the Child and Adult Clinics. Provide oversight of admission, discharge, and other key provider service delivery activities.

  • Serve as a member of the management team by planning, organizing, coordinating, and directing the activities in areas such as: public health, mental health and recovery, correctional health, and/or medical health programs. Report to the Behavioral Wellness Branch Chief of Clinical Operations.

  • Work closely and collaboratively with Behavioral Wellness staff responsible for programmatic, contractual, quality assurance, human resources, and fiscal management within the department. Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.

  • Establish annual goals and priorities, influence the direction for new or revised services, programs, processes, standards, or operational plans, based upon the County's longer-term strategies.

  • Serve as a subject matter expert and use technical and analytical expertise to make recommendations to higher-level staff on resource allocations, procedure updates, performance goals, and best practices.

  • Negotiate, develop, and manage contracts; and monitor and evaluate for compliance with contractual obligations.

  • Troubleshoot and resolve program or work unit issues and keeps higher-level management informed of issues/resolution.

  • Supervise management, professional, paraprofessional, and support staff; and is responsible for conducting performance evaluations, employee development, hiring, discipline, and termination procedures.

  • Work collaboratively with the Community and CBO's to ensure continuity of care. Coordinates work with the general public, County staff, and external agencies; may represent the County on various professional committees; and may prepare and make presentations to the public, elected officials, boards, and other stakeholders.

Employment Standards

Education and Experience

  • Equivalent of a bachelor's degree from an accredited four-year college or university in public health administration, public administration, behavioral/mental health, or related field AND,

  • Five (5) years of progressively responsible experience in a related field including at least two (2) years as a supervisor or manager AND;

  • A valid California license in any of the following:

  • Clinical Social Worker (LCSW)

  • Licensed Professional Clinical Counselor (LPCC)

  • Marriage and Family Therapist (LMFT)

  • Clinical Psychologist

Note on Out-of-State Licensure: Applicants must possess valid California licensure in their profession at the time of application.

Driver's License: A valid California Driver's License, Class C or higher, is required by the date of appointment. Independent travel throughout the County is required. Possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment

May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.

Completion of a background investigation to the satisfaction of the County may be required for some assignments.
