Responsibilities:

  • Analyze incoming requisitions and shortage reports for quality, specification, pricing and delivery requirements

  • Analyze and respond to MRP/Constraint Planning Tool signals for purchasing

  • Generate the most suitable purchasing arrangement such as contracts, blanket orders and vendor stocking arrangements to streamline and obtain optimum pricing. Convert requisitions, prepare and issue purchase orders, expedite deliveries, resolve payment issues

  • Maintain computerized purchasing system database, investigate inventory discrepancies and resolve delivery/receiving and quality problems with suppliers

  • Work within a strong Quality System [ISO 13485] to improve systems and maintain high standards

  • Select and interface with all suppliers to assure quality piece parts at the lowest cost to support build schedule

  • Support and cover for the planning functions as required

  • Manage inventories, monitor usage and purchase assigned goods and services while working to maintain or improve quality, on time delivery, and price

  • Solicit competitive bids, evaluate proposals, obtain necessary purchasing approvals, negotiate or assist in the negotiation of contract terms, and expedite orders to ensure contract terms are met

  • Maintain direct contact with suppliers to ensure the quality and quantity of products, parts, and services to meet established performance objectives

  • Assist with supplier audits as required

  • Perform other duties as assigned

Requirements:

  • Proven practical experience purchasing in a manufacturing/scientific research environment

  • Thorough knowledge of procurement, vendor relations, material planning and inventory management

  • Familiar with GMP's, product specifications incoming inspection procedures

  • Effective verbal and written communication, analytical and interpersonal skills

  • Must have the ability to prepare and deliver effective presentations. Strong organizational skills, detail oriented

  • Strong influencing and negotiating skills

  • Knowledge of ERP/MRP systems (ideally SAP), word processing, spreadsheets, project management, etc

  • Must be willing and able to travel

  • CPIM or CPM certification desirable

  • Ability to interface well with cross-functional teammates and have strong interpersonal skills

  • A desire to be a part of highly motivated team in a fast pace dynamic environment

  • In depth knowledge of Microsoft Excel and Outlook required.

This position is for a Technical Program Planner located in San Diego, CA. You will be assigned work on a program within the Seapower Capability Systems portfolio of programs and will be the focal point for all matters pertaining to schedule on the program or programs. You will be directly accountable for adherence to company and government policies in the area of scheduling and earned value. Duties will include, but are not limited to the following: * Lead and develop an Integrated Master Schedule (IMS) based on requirements and scope as provided by the customer. * Ensure IMS is compliant with government customer requirements throughout all program phases. * Ensure IMS is resource loaded with target budgets and demonstrates thorough cost and schedule integration. * Detail plan and maintain the IMS throughout the program's lifecycle that incorporates contractual and programmatic changes into the IMS in order to maintain realistic, current contract schedule baselines. * Conduct detailed analysis of the IMS and supporting documents to ensure quality, completeness and compliance. The weekly and monthly business rhythms will require communication (electronically and verbally) of schedule status including but not limited to, results of critical path analysis, schedule risk analysis (SRA), schedule variance analysis and the results of 'what if' exercises to the Program Manager, the customer and to senior management. * Support EAC and LRE processes as they relate to the Program IMS. * Assist with the development and maintenance of the Program Master Phasing Schedule. Required Skills: * 6+ years of Program Planning & Scheduling experience * Demonstrated experience using Microsoft Project to manage and support Projects and Programs * Demonstrated knowledge of the Earned Value Management System (EVMS) or similar business process * Demonstrated knowledge in assisting team in evaluating and planning, scheduling and cost estimating tasks * Demonstrated experience with MS Office suite products * This position requires the ability to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a clearance.
