Join a team responsible for the purchase of a variety of services for Nebraska State Agencies.

Examples of Work

  • Oversees the development and the administration of Requests for Information, Requests for Proposals, Invitations to Bid, research, and development of highly complex scope of services for consulting services, and other complex services contracts, ensuring completeness compliance with State Statutes, rules and regulations, and policies and procedures. This may include meeting with program/project managers and subject matter experts, and legal counsel.

  • Provide research for and facilitating contract negotiations, and aiding in vendor selection.

  • Monitor legal and regulatory requirements related to contracting.

  • Coordinates all procurement activities associated with a detailed, complex project(s).

  • Provides procurement leadership on highly complex, unusual, or large procurements.

  • Gathers, monitors, and analyzes statewide historical expenditure data from a variety of sources, including existing contracts, Open Market purchase history, conducts needs assessments to identify key commodity or service categories for statewide contracts; assists in implementing sourcing strategies to ensure sustainable cost and/or cost avoidance savings, economies of scale, and best value.

  • Assists in monitoring contractor performance of contracts throughout the procurement cycle.

  • Make recommendations to enhance solicitation documents, including boilerplate documents, and other contract related documents, standard operating procedures, and procurement processes.

  • Provide guidance regarding contract administration, policies, and procedures.

  • Interact with program managers ensuring deliverables and performance requirements and all deadlines are met.

  • Establish and maintain contract file, addenda, amendments, and renewals, and all other associated documents to ensure correctness and adherence to procedural requirements and project timelines.

  • Conducts pre-proposal conferences, responding to questions and providing guidance to vendors. Ensures Request for Proposals/Invitations to Bid are distributed and advertised.

  • Conducts responsiveness reviews of all proposals received.

  • Research of vendors and services available. Arranges for oral presentations and/or demonstrations from top scoring vendors.

  • Researches and keeps updated on industry standards, types, features, and quality of products, suppliers and other information by reviewing catalogs, publications, and other sources for assigned categories of spend. Participates in long-range procurement planning and needs analysis to simplify, standardize, and reduce costs.

  • Establish and maintain working relationships with vendors of goods and services

  • Respond to all inquiries, including questions/answer periods within bid documents, whether from a customer, vendor or co-worker in a courteous and professional manner.

  • Attend professional development training.

  • Other duties as assigned.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in business administration, procurement, purchasing, contract administration, or related discipline, and five years experience in purchasing or related area. Additional experience may substitute for the required education on a year-for-year basis.

PREFERRED: Experience with public sector contract, procurement, or purchasing experience federal, state, or local. Experience with planning, developing, and drafting contracts. Experience in developing multi-million dollar, complex, long-term contractual contracts with suppliers. Experience with strategic sourcing principles and practices. Certification: Prefer a Certified Public Procurement (CPPB), Certified Public Procurement Officer (CPPO) designation.

OTHER: Regular, dependable attendance is an essential function of this position.

Ability to make decisions in a timely manner and prioritize multiple projects in a fast past, deadline driven environment, utilizing input from others, as appropriate.

  • Human Relation Skills:
    Ability to establish and maintain effective, professional working relationships with employees, customers, and vendors.

  • Computer Skills:
    Knowledge of computer systems including, but not limited to time and attendance system, information systems, financial and purchasing systems, and policies/regulations. Ability to use the following programs: MS Word and Excel, and other purchasing specific software programs.

The Division of Behavioral Health is seeking a project management and analysis expert to provide data oversight to data team members and system partners, manage databases and perform statistical analysis according to specifications which meet Federal, State and Division requirements; organize statistical findings into formats which will help others understand the significance of findings and which offer system improvement recommendations; prepare periodic reports, summaries, projections, presentations, etc. to meet ongoing program and system analysis needs; devise and modify questionnaires, sampling procedures, and other manual and/or electronic formats used for gathering and tabulating data; present to and interact with the Division of Behavioral Health system partners regarding data collection, statistical analysis, reporting and actions tied to continuous improvement efforts; communicate and teach others from the insights and perspectives formed in order for our Division and system partners to make informed decisions regarding our system needs which include related program and policy changes. Qualifications / Requirements REQUIREMENTS: Bachelor's degree in statistics, mathematics, economic/social science research methods, or a related field of quantitative analysis AND at least two years' experience in research and evaluation involving the application of statistical methods and techniques to program, administrative, survey, or demographic data; additional experience in this work can be substituted for the required education on a year for year basis.
