The Department of Health and Human Services has an exciting opportunity for a Buyer III to join our team and make a difference in the lives of Nebraskans. The Buyer III is responsible for coordinating all DHHS service acquisitions. Successful candidates will have prior procurement experience, excellent communication skills, and the ability to build relationships with internal and external stakeholders.

Examples of Work

Responsible to coordinate all DHHS service acquisitions; train DHHS personnel engaged in procurement practices and policy; assist in drafting and releasing service Requests for Proposal as well as preparing bid specifications and determining scoring criteria; prepare and negotiate contracts; prepare purchase orders and receive related requisitions for review and approval; coordinate activities and serve as the liaison between DHHS programs, divisions, and the State Purchasing Bureau; and coordinate with the Department of Administrative Services and DHHS Legal Services to ensure legal sufficiency of bid specifications.

Qualifications / Requirements

REQUIREMENTS: Bachelor's degree in business administration, procurement, purchasing, contract administration, or related discipline, and five years experience in purchasing or related area. Additional experience may substitute for the required education on a year-for-year basis.

PREFERRED: Experience with planning, developing, or drafting services contracts; or with preparing solicitations for contracts for services; or with developing complex, long-term contractual agreements with suppliers; or with strategic sourcing principles and practices.

OTHER: Valid driver's license or the ability to provide independent authorized transportation for work-related travel.

Knowledge, Skills and Abilities

Knowledge of: basic accounting; good purchasing practices; marketing; purchasing of services. Ability to: analyze and evaluate purchase requisitions; manage purchase of highly technical, or large volume and high cost items and services. Skill in: communications and human relations.

Functions of the position include procurement duties, supervisory, and collaboration with multiple DHHS Divisions and State Purchasing Bureau. Procurement: Ensure procurement of commodities are statutorily compliant, standardized through the use of State Contracts, processes are consistent across DHHS divisions and 24 hour facilities, and commodities are sourced appropriately. Research procurement trends and seek additional contract sources as needed. Work with DHHS divisions and procurement staff to communicate changing needs. Identify and continually improve cost saving opportunities. Process requisitions/purchase orders. Gathers, monitors, and analyzes historical expenditure data from a variety of sources, including existing contracts, Open market purchase history, conducts needs assessments to identify key commodity contracts; assists in implementing source strategies to ensure sustainable cost and/or cost avoidance savings, economies of scale and best value. Interact with program managers and DHHS stakeholders to ensure deliverables and performance requirements and all deadlines are met. Supervisory: Supervise and mentor staff in an inclusive, accountable, and productive environment. Collaboratively ensure centralized procurement functions are efficient, transparent, and appropriate. Train staff to identify source, manufacturers, suppliers, and specifications to meet agency procurement needs. Complete performance evaluations on time and within guidelines. Complete yellow belt training within 6 months of hire and work towards continuous process improvement. Previous experience also in: obtaining complicated quotes, working with a formal bidding process, e-procurement, or previous experience in a heavily-regulated work environment. OTHER: Must be able to meet requirements to be certified in procurement by the State Purchasing Bureau. This includes training and testing in the laws, procurement procedures and computer systems in use in the State of Nebraska. Valid driver's license or the ability to provide independent authorized transportation. Knowledge, Skills and Abilities Knowledge and experience in current acceptable standards of practice in the fields of procurement and supply in heavily regulated environment. Must be able to manage procurement at multiple DHHS facilities in cooperation with management, manufacturers and suppliers in all phases of procurement (specifications, requests for bids/proposals, evaluation, testing) as well as receiving and authorization of payment. Requires strong communication, writing, interviewing, organizational and interpersonal relation skills. Must be detail oriented, dependable, responsible, self-motivated and work effectively independently and as a team member.
