Job Duties

This is an hourly, wage, non-exempt position without state benefits, and is limited to approximately 20 - 29 hours per week not to exceed 1,500 hours in a 365-day period (May 1 - April 30). Hours for this position will vary depending upon workload and business need.

Effectively manage procurement, warehouse, surplus, lease, contract and mail delivery functions for the agency in accordance with applicable federal, state and agency guidelines. This first-level professional purchasing position procures a variety of supplies, equipment and services in an efficient and cost effective manner to support the operation of the VEC at Headquarters and all business units and work centers in accordance with procurement laws, regulations, policies and procedures in support of the agency mission and objectives.

Minimum Qualifications

Working knowledge of the principles and practices of public procurement.

Knowledge of the policies and procedures contained in the Agency Procurement and Surplus Property Manual (APSPM). Knowledge of the Virginia Public Procurement Act (VPPA).

Working knowledge of fiscal procedures.

Demonstrated knowledge of word processing, presentation and spreadsheet software, including MS Office (Word, Excel, etc.).

Experience and knowledge with the state's automated e-procurement system (eVA) with the ability to procure items using the Quick Quote tool in eVA.

Desired experience with an Enterprise Resource Planning system such as Oracle/FMS.

Demonstrated knowledge of business English, business mathematics, and office equipment operation.

Demonstrated ability to analyze purchase requisitions in order to determine the proper method of procurement and to conduct the transaction.

Demonstrated ability to interpret and apply policies and procedures.

Demonstrated ability to negotiate with vendors, as appropriate.

Demonstrated ability to advise clients about procurement requirements.

Demonstrated ability to perform a range of duties from routine to those that are varied and of moderate difficulty and include analyzing documents and resolving vendor and agency complaints.

Demonstrated ability to process a moderate to high volume of work of a low complexity of commodities purchased and services performed.

Ability to procure using small purchase procedures, emergency and sole source methods.

Ability to exercise considerable discretion and judgment within established procedures and scope of responsibility.

Demonstrated ability to communicate effectively orally and in writing with internal and external clients, vendors, and other state agencies.

Ability to demonstrate good business writing skills.

Demonstrated ability to work in a multi-task environment.

Demonstrated ability to be detail-oriented, prioritize tasks, show initiative, and maintain a professional demeanor with internal and external clients

Additional Considerations

VCA certification is required within 2 years of hire and must be maintained thereafter.

Experience procuring supplies, equipment and services for a State agency and VCO certification is preferred.

Incumbent must complete mandatary training and forms related to Conflict of Interest Act and Statement of Economic Interest.
