Title: Buyer

Job Summary:

Assumes responsibility of procuring goods and services for commodity areas assigned in accordance with applicable Fulton County Board of Education rules and regulations and appropriate state and federal laws; Works with minimal supervision

Duties and Responsibilities:

  • Advises and assists

  • Advises and assists customers in the development of specifications and planning for purchasing

  • Determines the method for solicitations, the contract type to be employed, and the method for evaluation of bids or proposals

  • Prepares and issues solicitations including: Invitation for Bid (IFB), Request for Proposal (RFP), Request for Qualification (RFQual), Request for Quote (RFQ), based on understanding of the market, technical requirements, and needs of the customer

  • Employs various techniques such as price and cost analysis, evaluation of technical capability, and evaluation of business stability to determine appropriate contract award

  • Conducts negotiations for contract award, post-award changes and termination settlements

  • Applies contract administration principles and practices to monitor contract performance over the life of contracts and to solve a broad range of issues relating to changes/modifications, clauses, non-performance and similar problems

  • Terminates contracts, if appropriate, for convenience or default and settles the termination in the best interest of the District while determining the allowable costs and other factors in a fair manner to the contractor

  • Ensures all purchasing activities are in compliance with Fulton County Board of Education and Georgia Department of Education rules, regulations and policy, and all applicable state and federal laws

  • Resolves contractual conflicts

  • Ensures all deadlines and conditions described on contracts are met

  • Performs other duties as assigned by the appropriate administrator

Education and Experience


  • Bachelor's Degree required, preferably in a discipline of Business Administration, Economics, or other related field

  • In lieu of degree, will consider 2 years of applicable experience (procurement/purchasing, contract development, contract administration, contract negotiation per year of college (8 years total)


  • Minimum of 3 years experience as a buyer, a contract specialist, contract administrator or a similar related position required;

  • Experience with automated purchasing systems required


  • Certification in the purchasing profession by a national purchasing organization, or equivalent recognition such as a federal government warrant as a contracting officer with a least a $1 million authority preferred

Minimum Qualifications:

  • Must be capable of independent work on a wide variety of complex purchasing actions

  • Proven ability to meet established timelines

  • Knowledgeable of regulatory requirements related to purchasing commodities and services

  • Excellent negotiation, customer service, and consulting skills

  • Must be computer literate

  • Strong organizational skills

  • Excellent communication skills both written and verbal

  • Knowledge of legal requirements involved with contracts

Salary Information:

Salary Range for 2018-2019

  • $45,365 - $53,540

Step placement credit may be granted for up to a maximum of 8 years (Step 9) of prior verifiable experience. Salary placement with Fulton County Schools is non-negotiable. Actual salary placement will be based on Fulton County Board of Education experience calculations from the Non-Teaching Salary Schedule A-235, Professional Scale, Step 1 - Step 9.

Our Buyers have a responsibility involving the purchase of materials, supplies, equipment and services needed for the completion of various projects. The buyer works closely with the project team to ensure the accuracy of their purchases. The first level Buyer typically requires little or no previous buying experience; however, they may require several years of work experience within the company and in expediting. Duties and Responsibilities: * Executing the procurement process to ensure on-time, cost-optimized, efficient delivery of goods, services and components as per identified demands and requirements * Ensuring an optimum price/performance ratio * Ensuring most efficient and precise execution and documentation of all procurement transactions ac-cording to applicable processes and group policies (e.g. Framework Agreements, e Procurement catalogs, online auctions) * Ensuring on-time availability of goods and services * Managing purchase order processes and ensuring delivery reliability * Performing supplier selection to secure the best possible commercial conditions for the business while ensuring full technical and operational performance on part of the supplier, taking into account applicable cluster strategies and suppliers * Supporting Strategic/ Project or Commodity Buyers in developing sourcing strategies, adherence of process requirements and in supplier evaluations * Processing of purchase requisitions (making inquiries / RFQs to obtain offers, performing price comparisons, placing purchase orders in line with applicable approval procedures ) and initiation of procurement transactions * Preparation and issuing of purchase orders, using available ERP/IT-systems and processes; responsibility for issuing change orders (if required) * Updating delivery dates in the ERP /IT systems; planning and scheduling of production materials, if required * Preparing statistics and analyses for strategic procurement (e.g. supplier volume/ turnover structures) * If required, checking of invoices for correctness of contents, prices, sums; clarification of price deviations in case of blocked/ frozen invoices * Performing deviation analyses, ensuring effective receivables management / claim management (simple claims in regular business only) * Consultation with BAs/ clusters regarding demand specifications * Adherence of process requirements in creating planning delivery schedules, supplier installation, organization of a procurement conference etc. * Work with assigned buyers/expeditors as required contacting suppliers to obtain timely submission of production progress, documentation, and shipment plans. * Solicits bids, analyzes quotations received and selects recommended suppliers Your profile Duties and Responsibilities (cont.) * Acts as liaison with suppliers and Company * Receives and evaluates bids from various suppliers * Prepares purchase recommendations with complete commercial evaluations * Confers with suppliers to obtain product or service information * Prepares purchase orders or bid requests * Maintains manual or computerized procurement records, such as items or services purchased costs, delivery, product quality or performance, and communications * Coordinates with Project Expeditor for the expediting and delivery of goods to project sites * Ensures all orders are completed and delivered as per the commercial requirements established * Additionally a buyer must understand all duties and responsibilities of an expeditor: * Coordinate with buyer(s) and/or project team to identify supplier expediting requirements, alerting project team /buyer(s) of any potential delivery problems * Ensure supplier understands requirements of the contract which shall include quality and documentation expectations * Record supplier schedules, progress, shipping and receiving information * Serve as communication link between Company and suppliers to ensure responsiveness, providing availability and schedule information within established guidelines * Improve supplier performance as demanded by project schedules/requirements * Identify and assist in resolving delivery performance problems * Ensure with support of the logistics coordinator the delivery of all goods to their final destination Basic Qualifications: * BA degree or equivalent professional experience in the EPC industry * 2+ years of related work experience * Fluent with MS Office (Access, Excel, Word, Outlook, etc.) Preferred Qualifications: * SAP experience Our offer to you Continuing development Training and continuing developement options.
