WWC Federal is seeking a Business Systems / Process Analyst - Senior for a contract within the Department of Defense (DoD) at USTRANSCOM in support of Business Process Reengineering (BPR) for the Joint Transportation Management System (JTMS). This role requires the ability to understand the current processes used to ship items and personnel worldwide via multiple modes. Work with the Government provided subject matter experts and our internal team to create new processes that encompass all the needs of each of our clients in a single process.

Duties and Responsibilities may include but are not limited to:

  • Review Pain Points, Opportunities, and Financial notes in the provided DoDAF artifacts to determine root cause where necessary.
  • Capture and identify areas/process for improvement from the provided DoDAF artifacts provided.
  • Capture information provided in the DoDAF artifacts for future use and analysis.
  • Create process change by integrating the multiple versions of a process into a single new process that fills the needs of all entities.
  • Perform system analysis and configuration of transportation system activities.
  • Compare DoD transportation activities to current business process.
  • Improve automation solution scope.
  • Identify optimization opportunities-This includes making DOTmLPF-P recommendations.
  • Review entity-level controls
  • Provide continuous review of the operating effectiveness of lower-level controls, processes, and system operations.
  • Assist in process improvements to correct known and recurring issues. This includes making DOTmLPF-P recommendations.
  • Identify and helping to correct the root cause of errors or omissions. This includes making DOTmLPF-P recommendations.
  • Help ensure proper and timely recording of financial data.

Expected salary range: $90,000 - $115,000

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.

Requirements

Basic Qualifications

  • Bachelor’s Degree //OR// 4 years of experience in lieu of degree.
  • Must have the ability to obtain and maintain a Secret Clearance. (Eligible to pass Federal security clearance process. Please visit the link for FAQs: https://www.dcsa.mil/mc/pv/mbi/gicp/).
  • Minimum of 10 years of experience in specialized applications and operational environments, providing systems analysis, design, integration, documentation, training, and implementation advice.
  • Strong written and verbal communication skills.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Applicants must be currently authorized to work in the United States on a full-time basis. WWC Federal will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Master's Degree.
  • Current, active Secret security clearance.
  • 10 years of DoD transportation and 6 years of DoD strategic level planning experience.
  • Applied knowledge and understanding of USTRANSCOM’s mission and the Joint Deployment and Distribution Enterprise (JDDE), including the ‘Great 8’ Stakeholders (e.g., Army, Navy, Air Force, USMC, USCG, DLA, DCMA and DFAS) and 4th Component (Commercial Transportation Service Providers (TSPs)).
  • Applied knowledge of, and experience with, the USTRANSCOM Lines of Operation (LOOs) related to CONUS Freight, Sealift, Airlift, and OCONUS Freight as invoked for integrated multi-model operations.
  • Applied knowledge of, and experience with, the USTRANSCOM Plan, Order, Ship, Track, -Pay (POST-P) lifecycle for movement requirements.
  • Applied knowledge of DOTmLPF-P related to identification of essential change impacts that new materiel solutions have on Doctrine, Organization, Training, Leadership, Personnel, Facilities, and Policy.
  • Applied knowledge of ERP Implementations within the Department of Defense (DoD).
