Position Information

The Department of Human Services (DHS) is seeking a Business Systems IT Program Manager to join the technologically progressive Information Systems Bureau (ISB) bringing strategic leadership to a team of seven (7) Business Systems Analysts who provide technical support, business systems analysis, and system application review and development. This position reports to the ISB Bureau Director and oversees the relationship between IT and programmatic operations by designing, implementing, and integrating technology solutions supporting information systems used in all human services lines of business.

DHS is a large complex organization with over 140 social services, mental and public health, and public assistance programs delivered through five diverse operating divisions. The ISB currently manages more than 70 federal, state, and local information systems supporting the varied program areas.

Responsibilities include:

  • Supervising staff and contractors to include recruitment, assigning work, staff development, and performance management and evaluation;

  • Interfacing with departmental leadership to recommend overarching business strategies and their impact regarding the purchase of off-the-shelf solutions, including serving as subject matter expert to internal/external customers on questions of business technology processes and solutions;

  • Working with department leadership to develop long and short-range technology plans and developing and enforcing technology standards within the ISB.

  • Developing, implementing, and maintaining project plans for new and ongoing technology projects in a cost-effective and efficient manner;

  • Executing request for proposals and contracting processes for new technology initiatives;

  • Collaborating with Business Systems Analysts on new requirements or production issues;

  • Procuring outside custom development, and/or designing in-house business solutions to meet the needs of the DHS business partners and clients; and

  • Selecting a vendor and implementing the purchase of services for Virginia Department of Social Services programs, including implementing a Case Management, Child Care Licensing System, and Homeless Management Information System.

Technical Environment applications:

  • Using custom and commercial off the shelf (COTS) applications vary in size, scope, and complexity including Microsoft .NET and MS SQL Server technologies in physical and virtualized machine (VM) environments, including SQL Server and job scheduling (ActiveBatch); and

  • Using technology tools such as MS SSIS, MS SSRS, Visual Studio, C#, PHP, HTML and TortoiseSVN and GIT for source control.

The successful candidate will demonstrate the following:

  • Effective people management and technical skills demonstrating the ability to lead a team of specialists utilizing best practices in application management and support services.

  • Strong project and task management skills and effective communication skills to engage, influence and articulate technical business issues and solutions to a variety of stakeholders.

  • Proven ability to develop functional/business requirements and turn them into technical options and solution designs/architectures; as well as timelines and costs for implementation, including deployment recommendations.

  • Excellent analytical, problem solving, and decision-making skills within functional and technical areas.

Selection Criteria

Minimum:

  • Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field;

  • Experience Integrating technology solutions, managing multi-faceted technology portfolio, and/or managing IT systems/programs; and

  • Significant and progressively responsible experience managing large IT programs and coordinating or supervising the work of others.

Substitution: Additional qualifying experience may substitute for the education requirement on a year for year basis

Desirables: Preference may be given to candidates with experience in one or more of the following:

  • Technical practitioner (software or database development) in custom software development in a .NET and SQL Server environment;

  • Providing IT support to a large, complex human service or non-profit organization;

  • Public procurement, contract preparation and administration experience for business applications to include full project management lifecycle;

  • Automating program and financial processes and systems; and

  • Deployment, training, and sustainment of operating department business applications, and integration with other systems.

  • Friday, 8:00 am

  • 5:00 pm, with option to telework (when approved). Schedule is based on business needs and can change with little to no notice. Some evening and weekend work may be required.

Permanent, Full-Time Appointments

All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of five hours biweekly. Leave accrual increases gradually until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. Paid parental and family leave benefits are also offered. Leave is pro-rated for part-time employees.

Holidays: There are eleven paid fixed holidays each year, as well as two floating holidays. Initial allotment of floating holidays may vary based on when you are hired.

Health and Dental Insurance: Four group health insurance plans are offered - a health maintenance organization, two plans with in-network only coverage, and a high-deductible plan with in and out-of-network coveerage, along with a Health Savings Account (HSA). Group dental insurance is also offered, with two options for coverage. The County pays a significant portion of the premium for these plans for employees and their dependents. The County also contributes to the HSA.

Life Insurance: Basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance may be purchased for yourself, spouse, and/or children.

Retirement: The County retirement program is made up of three parts: a defined benefit (pension) plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. The County also contributes to this plan. Employees become vested in the plan at five years of service.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)). The 457 deferred compensation plan allows you to save for retirement on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your pay. A variety of investment options are available for the 401(a) and 457 plans.

Other Benefits: The County also offers health care, dependent care, and parking flexible spending accounts; adoption assistance, tuition reimbursement; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other benefits.

Permanent, Part-Time Appointments:

Part-time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:

Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:

Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:

Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
