About the job:
The Business System Consultant Senior will be responsible for helping lead systems development and change management around social services eligibility systems. This position plays a key role in ensuring continued adherence to systems development lifecycle concepts as well as Agency mandated budgets and timeframes. The systems in question support eligibility for Medicaid, CHIP, HIP 2.0, SNAP, TANF, and other state/federal funded programs. This position works with state and vendor staff to ensure the ICES system and other eligibility systems are functioning accordingly.
This position will play a key role in supporting all business units within DFR by working with the Project Team in collecting and analyzing business requirements, conducting research, and working with technology and business partners to ensure continued systems support and operation regarding eligibility systems. This position will assist the Project Manager and work with DST leadership to ensure continued success.
This position will be part of the FSSA's Division of Strategy and Technology which oversees the maintenance and development of all technology solutions within FSSA. These operations are geared towards the front end eligibility applications that support efforts of all FSSA's business units and the Division of Family Resources. These applications facilitate the casework and application eligibility functions
A day in the life:
Provide leadership to the Indiana Client Eligibility System (ICES) team
Serve as Track managers in a specific functional area (i.e. Application Entry, SFU/EDBC, Authorization, Reports);
Manage the expectations of customers, peers, vendors, and management;
Assist in coordinating multiple and diverse activities;
Prioritize the work for themselves and work with the programmer developers assigned to their teams using the project dashboard
Assists in formulating and defining systems scope and objectives through research and fact-finding based on a basic understanding of user needs, business systems and industry requirements;
Assists in the analysis of business and user needs, documents requirements and revises existing system logic difficulties with assistance from higher level Business Systems Consultants or manager;
Assist in analyzing system problems and direct programmers/developers as to how the programming logic is to be modified in order to obtain the results required by State and Federal regulation;
Meet with program policy consultant staff, contract managers, and system designers to determine the business requirements of the proposed change;
Review and approve system Requirements and Design;
Analyze test requirements, specify test scenarios, oversee the execution of test plans, review test results and gives approval of the results prior to its implementation into production;
Oversee and perform User Acceptance Testing;
Assist in troubleshooting PCR issues;
Assist in supporting Customer Satisfaction Team (CST)
Assist in supporting Help Desk duties;
Assist in performing I.D reset and Security and related duties;
Communicate both orally and in writing with administrative and local office stall regarding functionality changes;
Recommends and facilitates quality improvement efforts;
May train, guide and advise lower level Business Systems Consultants;
Performs related duties as assigned.
What we are looking for:
Bachelor's degree in computer science, management information systems, or related field preferred.
Advanced knowledge of HIP 2.0 and Medicaid Programs
Advanced knowledge of Eligibility, benefits dates, reseeds, Core
Advanced knowledge of applicable systems, FACTS, ICES, CORE
Advanced knowledge of applicable State, Federal (SSA) regulations.
Advanced knowledge of technical problems and solutions as they relate to the current and future business environment;
Ability to work effectively with a wide range of information technologies, including systems administration, technical support, applications development, and users and management.
Ability to implement new policies and procedures and discern implications
Ability to comprehend, analyze, and correlate complex technical information and apply problem-solving skills.
Ability to communicate effectively, both orally and in written communications.
Ability to handle a variety of tasks and responsibilities simultaneously and efficiently.
