The Business System Consultant Senior will be responsible for helping lead systems development and change management around social services eligibility systems. This position plays a key role in ensuring continued adherence to systems development lifecycle concepts as well as Agency mandated budgets and timeframes.
The systems in question support eligibility for Medicaid, CHIP, HIP 2.0, SNAP, TANF, and other state/federal funded programs. This position works with state and vendor staff to ensure the Indiana Client Eligibility System and other related eligibility systems are functioning accordingly.
This position will play a key role in supporting all business units within DFR by working with the Project Team in collecting and analyzing business requirements, conducting research, and working with technology and business partners to ensure continued systems support and operation regarding eligibility systems. This position will assist the Project Manager and work with FSSA Division of Strategic Technology leadership to ensure continued success.
This position will be part of the FSSA's Division of Strategy and Technology which oversees the maintenance and development of all technology solutions within FSSA. These operations are geared towards the front end eligibility applications that support efforts of all FSSA's business units and the Division of Family Resources. These applications facilitate the casework and application eligibility functions.
A day in the life:
Review, research and assign incoming issue reports (PCRs) in assigned area to appropriate Contract technical team leads
Prioritize the maintenance work for both themselves and the programmer/analyst assigned to their team
Resolve client issues through enhanced access to databases for demographic and non-demographic data, eligibility data varying by assigned area
Approve all programming modifications - issue resolution and enhancement - prior to implementation in Production
Review scan results for multiple special projects for accuracy
Monitor various reports (specific to assigned area) for error identification and resolution
Request, document and review all table changes (specific to assigned area)
Perform maintenance troubleshooting/support multiple agency levels of management and field staff with questions/issues in multiple assigned program areas
Approve all results prior to its implementation into Production system for usage
Review and approve all testing results for both system issue resolution and Enhancments in assigned areas
Analyze test requirements, specify test scenarios, oversee execution of test plans for all changes, rather maintenance or Enhancement, in assigned areas
Participate in meetings for proposed system Enhancements to gather Requirements
Participate in brainstorming sessions as to content of testing scenarios for system Enhancments in assigned areas
Participate in meetings for proposed system enhancements to design system modifications
Maintain documentation of system activity
Mentor system State staff and Contract staff
Participate in project status meeting
Perform back-up responsibilities for absent BSC staff in assigned areas
What we are looking for:
Bachelor's degree in computer science, management information systems, or related field preferred.
Advanced knowledge of HIP 2.0 and Medicaid Programs
Advanced knowledge of Eligibility, benefits dates, reseeds, Core
Advanced knowledge of applicable systems, FACTS, ICES, CORE
Advanced knowledge of applicable State, Federal (SSA) regulations.
Advanced knowledge of technical problems and solutions as they relate to the current and future business environment;
Ability to work effectively with a wide range of information technologies, including systems administration, technical support, applications development, and users and management.
Ability to implement new policies and procedures and discern implications
Ability to comprehend, analyze, and correlate complex technical information and apply problem-solving skills.
Ability to communicate effectively, both orally and in written communications.
Ability to handle a variety of tasks and responsibilities simultaneously and efficiently.
Ability to lead, encourage and influence others to perform
