Full salary range for this position is $65,176.00 - $101,838.00annually

Signing Bonus: New employees are eligible for a $5,000 bonus; with $2,500 paid on the first payroll, and $2,500 paid upon successful completion of the 6-month introductory period.

Position Description

We are looking for a Business Analyst who will play a principal role to link between our IT developers and the end users by supporting and ensuring the successful completion of analytical, designing, building, testing and deployment tasks of our application's features.

The Business Analyst (BA) role is to analyze business user needs for internal and external customers, observations, and translate them into the system and functional requirements to enhance current or new software. The role will support the Information Technology (IT) Project Management Office implement projects by assisting or leading the requirements confirmation, design, testing, and implementation phases of IT projects and project deliverables are met according to determined specifications. This includes interviewing multiple employees from various city departments to gather and compile user requirements, helping the business make good technology decisions and researching new technology solutions for use. Additionally, the BA will develop and establish quality assurance standards and measures for IT projects. This position will establish standardized testing plans and procedures for new and existing business solutions. Duties include working with their team members to write test plans and scripts for tracking defects and fixes for application development, solution implementation, and other projects which impact business-critical functions. The BA will apply proven analytical and problem-solving skills to help validate that solutions created or implemented by IT will deliver the expected capabilities without negatively impacting other systems or data through careful testing to maximize the benefit of business investments in IT initiatives.

PRIMARY DUTIES & RESPONSIBILITIES

  • Primary responsibilities of this position include developing business and functional requirements that describe business needs and participate in the planning, design, development, QA, and testing, and deployment of new systems and applications.

  • Act as a liaison between the delivery teams that are engaged in implementing the application as well and the business partners that will be using the application

  • Communicate changes, enhancements, and modifications of business requirements-verbally or through written documentation-to project managers, sponsors, and other stakeholders so that issues and solutions are clearly understood.

  • Develop and establish quality assurance measures and testing standards for applications, products, and/or enhancements to existing applications throughout their development/product lifecycles.

  • Execute all test scenarios (end-to-end, user acceptance, and regression) and provide test management (e.g., testing coordination, compiling scenarios, reporting metrics, etc.)

  • Establishes strong relationships with customers, vendors and provides ongoing customer communications.

  • Engages with customers to document changes to business processes and tools (products, services, and software) that can improve efficiencies and add value.

  • Conduct research, studies, surveys, gather data for assigned projects, coordinates and provides support for interactions with stakeholder groups, and users throughout the city.

  • Documents user stories and user acceptance criteria.

  • Works with stakeholders and project team to prioritize collected business requirements.

  • Documents process models and business flow diagrams that describe the current state and requested state to provide direction to the project teams.

  • Contributes to IT knowledge base to provide a high level of knowledge sharing and customer service across the entire department.

  • Coordinate and perform in-depth user acceptance tests to verify that the finished product represents the needs of the customers.

  • Responsible for performing formal system testing and managing quality assurance testing, to validate that software modifications accomplish the intended result and identified requirements.

  • Perform other testing as necessary to assure system integrity.

  • Define and execute system tests, functional tests, integration tests, and smoke tests of the software.

  • Provides professional/technical assistance and project updates to employees, other departments, management, and third-party administrators/partners.

  • Coordinate and perform in-depth user acceptance tests to verify that the finished product represents the needs of the customers.

  • Translate conceptual business requirements into functional requirements in a clear manner that is comprehensible to the project team.

  • Define how the project team will deliver an effective solution that meets the business requirements and client's expectations for that project.

  • Responsible for maintaining the Requirements Traceability Matrix (if used on a project) through all project methodology phases;

  • Performs other duties as assigned.

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:

  • Associate degree in IT/Computer Science or equivalent experience.

Experience:

  • 4 years of experience as an IT Business Analyst, IT Business Solutions Architect and/ or test Lead
  • 4 years of experience delivering software projects that involved multiple large-scale technology components both on premise and off premise.
  • 4 years of experience as business analyst and/or quality assurance tester on large system implementation.

Preferred Qualifications:

  • Experience with education executing programs and associated projects relating to the support if operations for local government departments.

  • The Business Analyst must be comfortable working with various branches of the justice system including primarily Court Administration, Judges, Attorneys, Marshals, Court Clerks, Detention Officers and Probation Officers

  • Business Workflow System implementation experience.

  • Local government business solution implementation.

  • IT work experience

Knowledge:

  • Must have thorough knowledge and understanding of project delivery fundamentals, process design, project estimation, budgeting, and ability to do project risk assessment and mitigation.

  • Must be conversant with current project management methodologies, as well as the Systems Development Life Cycle (SLDC) for waterfall, Agile and hybrid approaches.

  • Extensive experience with large-scale system implementation projects involving multiple projects and/or phases.

  • Must have relevant and recent enterprise system replacement projects and be conversant in current system implementation methodologies including Saas, laaS, and cloud platform solution delivery projects.

  • Demonstrate effective partnerships with vendors/partners to effectively deliver projects.

  • Demonstrate knowledge and experience delivering large, complex projects, or multiple medium-sized projects that span multiple systems and business areas and are dependent on each other.

  • Demonstrate the ability to identify and resolve project issues effectively.

  • Demonstrate the ability to effectively manage competing stakeholders to define and design a user-intuitive system, support system, and user acceptance testing, and resolve software issues.

  • Demonstrate excellent communication skills and ability to motivate individuals to deliver projects in a matrixed environment.

  • Ability to establish and maintain effective working relationships with employees, all levels of management including executive staff, citizens, and elected officials
