WHAT YOU WILL DO
The primary purpose of this position is to analyze business processes, identify technology solutions, and develop implementation plans that support the business program areas.
Business process analysis typically involves a detailed review of business processes, controls, and constraints, focusing on needed changes or identified opportunities. Often these changes are related to new legislation, updated security considerations, changing technology architecture, efficiency opportunities, or shifting business environments. This work involves frequent, complex communication with business leaders and subject matter experts. It may include business process modeling, procedure documentation, customer journey analysis, flowchart creation, etc.
The identification of technology solutions involves researching industry products, peer implementations, enterprise standards, and agency technical architecture. Solution appropriateness and availability is often informed by statewide contracts, security limitations, budgets, and architectural conformance.
Implementation planning typically involves the development of business cases, project charters, and other complementary project plans. This work often occurs in collaborations with internal partners such as the agency program sections, Procurement office and Project Management Office (PMO) and with external partners such as the Enterprise Information Services (EIS) Project Portfolio Performance (P3), and Cyber Security Services.
The Business Analyst also works with the CIO, Senior Business analyst and Senior Systems Analyst to assist in Information Services short and long-range planning work such as strategic planning, Disaster Recovery/Continuity of Operations (DR/COOP) analysis, EIS mission critical IT application portfolio reporting, and EIS oversight assessments.
MINIMUM QUALIFICATIONS
(a) Five (5) years of information systems experience in:
Business process analysis, creating business cases and developing processes for systems. Must have experience in application support and documentation. Must understand and be able to facilitate requirements gathering. Experience with vendor management. Possess a high level of communication and problem-solving skills. Proven ability to coordinate process design from problem statement to system implementation. Have a CBAP certification or be willing to obtain one.
(b) An Associate's degree in Computer Science, Information Technology,
completion of a two (2) year accredited vocational training program in information technology or related field;
three (3) years of information systems experience in:
Business process analysis, creating business cases and developing processes for systems. Must have experience in application support and documentation. Must understand and be able to facilitate requirements gathering. Experience with vendor management. Possess a high level of communication and problem-solving skills. Proven ability to coordinate process design from problem statement to system implementation. Have a CBAP certification or be willing to obtain one.
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
one (1) year of information systems experience in:
Business process analysis, creating business cases and developing processes for systems. Must have experience in application support and documentation. Must understand and be able to facilitate requirements gathering. Experience with vendor management. Possess a high level of communication and problem-solving skills. Proven ability to coordinate process design from problem statement to system implementation. Have a CBAP certification or be willing to obtain one.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. CENTRAL SERVICES DIVISION: INFORMATION TECHNOLOGY SECTION
The Information Technology Section of the Central Services Division is responsible for maintaining, modernizing, and developing information technology systems and infrastructure for the agency. It provides critical strategic, project management support and operational support for all other areas of the agency. In addition, Information Services partners with the agency units to ensure programs are effective, efficient, and are engaged in best practices.
