Job Description

The Business Systems Analysts (BSA) function requires a background in Information Technology and/or basic workforce experience in analysis and problem solving. The BSA must be self-motivated and able to multitask, prioritize, and manage time efficiently. Strong communication skills, both verbal and written, are required.

Examples of Work

  • Collaborating with key leaders and subject matter experts to elicit, define, and document initiative needs, including regulatory changes and risk controls.

  • Acting as a subject matter expert on business or technology processes and analysis techniques to identify inefficiencies and opportunities for improvement.

  • Translate business requirements into user stories, use cases and acceptance criteria.

  • Collaborating with leaders to document scope or requirement changes for approval.

  • Creating requirements or user stories, data mapping, and flow diagrams by using standard tools.

  • Assists in the development of process flow and activity diagrams to illustrate current state and future state interaction between systems.

  • Research vendor products, performing gap analysis (documenting product features versus business requirement) and identifying associated costs.

  • Assists in the facilitation of project meetings with team members and vendors.

  • Participates in change request by documenting scope modifications.

  • Collaborates with development team to obtain technical input.

  • Develop and maintain requirements documentation.

Knowledge, Skills and Abilities

  • Knowledge of general IT concepts such as analysis, flowcharting and basic hardware and software knowledge.

  • Knowledge of word processing, diagramming software, and spreadsheet software.

  • Knowledge of Clerk of Courts responsibilities and processes is not required, but preferable.

  • Ability to query SQL Server databases is not required, but preferable.

  • Ability to build SSRS reports is not required, but preferable.

  • Ability to actively apply feedback received and strives to improve performance.

  • Ability to communicate with users to gain an understanding of their needs.

  • Ability to review and/or edit documents for accuracy and completeness.

  • Ability to learn quickly and work within deadlines.

  • Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.

  • Ability to follow established communication guidelines and uses good judgement in what and how to communicate with the customer.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS/EDUCATION AND EXPERIENCE:

  • Two (2) years' experience of computer programming or any equivalent combination of education and experience that provides the required knowledge, skills and abilities.

  • Strong communication skills both verbal and written - required.

  • Must be self-motivated and able to multitask, prioritize, and manage time efficiently.

  • Experience with court case management system or other Clerk-wide system is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Public Driver Certification.
