Engineering Services is seeking a detail-oriented and analytical Business Systems Analyst to join our team. This position plays a pivotal role in the Engineering Services Department and the ideal candidate is dedicated to analyzing and optimizing business processes to drive efficiency and improve organizational performance. As a Business Systems Analyst, you will collaborate with stakeholders to assess current processes, identify areas for improvement, and implement solutions to streamline operations. This role requires strong technical writing skills, along with analytical skills, excellent communication abilities, and a proactive approach to problem-solving.

  • Collaborate with stakeholders and cross-functional teams to assess current business processes, identify inefficiencies, and areas for improvement. Drive initiatives to enhance efficiency while ensuring alignment with organizational goals and managing risks associated with process changes. Facilitate collaboration to ensure the division's technology program remains agile, responsive, and aligned with the evolving needs of the organization.

  • Document process changes, instructions, and best practices to maintain clarity and consistency across operations. Create and document administrative instructions and processes to streamline operations, and provide comprehensive training and support to end-users, ensuring smooth adoption of new processes and technologies.

  • Develop and implement solutions to streamline processes while documenting detailed process maps, flowcharts, and workflows to visualize current and future-state procedures to optimize operations.

  • Develop, review, and maintain service level agreements to ensure alignment with organizational objectives and stakeholder needs. Identify and mitigate risks associated with process changes.

  • Assist with developing, maintaining, and implementing performance metrics to comprehensively track the effectiveness of process improvements, supporting departmental plans, strategic planning, and KPI reporting endeavors.

  • Serve as a liaison for software upgrades and management, technology integration, encompass a multifaceted array of responsibilities aimed at enhancing operational efficiency and strategic planning and reporting.

  • Oversee the SharePoint, eBuilder infrastructures and other shared platforms for the division to maintain alignment with organizational needs.  Foster a conducive environment for collaboration and streamlined document management not only by structuring the platform but also ensuring its ongoing functionality and relevance to departmental/divisional workflows.

  • Assist as needed with GIS coding, BIM, tracking, and programming associated with enterprise systems like Cityworks, as well as facilitating division mapping needs through platforms such as iMaps, ArcGIS, and other city mapping software.

  • Participate in testing, training, and implementation activities to ensure successful project delivery.

Education and Experience

Bachelor's Degree in information technology or related field and one year of business systems analysis experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications

  • Valid NC Class C Driver's License with a satisfactory driving record.

  • Principles and methods of qualitative and quantitative research.

  • Best practices, trends and emerging technologies.

  • Project management principles.

  • Modern budget practices.

  • Applicable federal, state and local laws, codes, regulations (based on assignment).

  • Customer service principles.

  • Specialized equipment relevant to area of assignment.

  • Modern office technology.

Skill In:

  • Developing and maintaining business process documentation.

  • Providing analysis of processes and systems and defining business requirements.

  • Prioritizing and managing processes and project activities.

  • Gathering data, analyzing findings and applying logic and reason.

  • Researching industry trends, solutions and best practices.

  • Interpreting, monitoring and reporting data and statistics.

  • Authoring and preparing original reports, technical documents and resource materials.

  • Organizing and maintaining documentation, data, records and files.

  • Coordinating deadlines and prioritizing competing demands.

  • Developing and providing training and supporting education materials.

  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).

  • Providing customer service.

  • Utilizing a computer and relevant software applications.

  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

ADA and Other Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Working Conditions:

Work is routinely performed in an indoor, office environment.
