As part of the City of Raleigh's Finance Department, the Business Systems Analyst  is responsible for providing the timely and accurate expenditure of City of Raleigh funds and recording of those expenditures in a manner consistent with policy, guidelines, and other government regulations.

This position supports the Finance Department's Accounts Payable team and primarily focuses on the Procure to Pay process involving stakeholders from all levels across the City of Raleigh.

Responsibilities include but are not limited to business process improvement, business requirements definition and business systems design. Incumbents collect, analyze, and interpret business process information to identify the scope and impact of complex business problems; document process workflow; write project documents that include defining strategy, resources, and timeframes; facilitate team meetings; identify problems and determine strategic solutions.  Incumbents will also facilitate the implementation of business and/or technology solutions including acceptance testing process; and extract business data from systems and prepare reports and presentations.

The ideal candidate will have prior experience using Enterprise Resource Planning (ERP) software with knowledge of industry best practices, the procure to pay process, and the Fiscal Control Act.  The ideal candidate will possess the following skills and abilities: ability to work independently, analytical thinking, deductive reasoning, decision making skills, project management skills, as well as effective verbal and written communication skills.

This position offers teleworking for approximately 40-50% of the work week.

  • Provides analysis and technical support in reviewing and maintaining assigned system applications and/or business processes.

  • Reviews and analyzes trends; recommends best practices to enhance productivity and streamline business processes.

  • Identifies, assesses and documents business processes and requirements in collaboration with staff, management and stakeholders; serves as a liaison and assists in planning and facilitating the improvement of operational processes and/or the design and implementation of system applications.  Examples may include system upgrades or enhancements, collaboration in streamlining Procure to Pay business processes and/or supplier changes.

  • Performs quality assurance testing of new or revised business processes or technology solutions; identifies, analyzes, troubleshoots and documents issues or deficiencies; provides recommendations for improvements and issue resolution.

  • Reviews and maintains assigned processes and applications; enters, updates and maintains data, system tables, account information, operational reference materials, budget/purchasing information, and/or other related documentation.

  • Creates and maintains reports, charts, process/procedural documentation, correspondence and presentation materials. Examples may include weekly aged reporting, activity by payment type.

  • Provides direction and support on City of Raleigh policies, procedures, guidelines and general financial operations.

  • Provides training in support of assigned applications and processes; develops training materials to assist users in operational performance and enhanced productivity.

  • Provides guidance/assistance on various financial modules within the Enterprise Resource Planning software and provides direction on how to successfully complete the procure to pay process.

  • Performs other duties of a similar nature and level as assigned.

Education and Experience

Bachelor's Degree in information technology or related field and one year of business systems analysis experience.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Computer Skills        

To perform this job successfully, an individual should have a prior working knowledge of Oracle PeopleSoft or an Enterprise-wide Financial System; Intermediate MS Office skills, particularly MS Excel or similar spreadsheet software.        Knowledge of:

  • Principles and practices of business process analysis and documentation.

  • Principles and practices of program administration and management.

  • Principles and applications of critical thinking and analysis.

  • Principles and methods of qualitative and quantitative research.

  • Best practices, trends and emerging technologies.

  • Project management principles.

  • Authoring and preparing original reports, technical documents and resource materials.

  • Organizing and maintaining documentation, data, records and files.

  • Coordinating deadlines and prioritizing competing demands.

  • Developing and providing training and supporting education materials.

  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).

  • Providing customer service.

  • Utilizing a computer and relevant software applications.

  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

ADA and Other Requirements:

Positions in this class typically require: fingering, grasping, talking, hearing, seeing and repetitive motions.

Sedentary Work:  Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects including the human body.  Sedentary work involves sitting most of the time.  Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Working Conditions:

Work is routinely performed in an indoor, office environment.
