Introduction

The Business Systems Analyst plays a crucial role in bridging the gap between business needs and technical solutions within the City of Charlotte's Innovation and Technology (I&T) department. This individual is responsible for analyzing business processes, identifying requirements, and translating them into functional specifications for IT systems and applications within the Enterprise Applications division and will report to the Business Applications manager. The Business Systems Analyst collaborates with stakeholders from various departments to understand their needs, assess existing systems, and recommend improvements or new solutions to enhance business efficiency and effectiveness.

Major Duties and Responsibilities

Collaborate with business stakeholders to gather, analyze, and document business requirements for new systems, enhancements, or changes to existing systems. Conduct a thorough analysis of business processes, workflows, and systems to identify opportunities for improvement, efficiency gains, and automation.

Work closely with technical teams, including developers, architects, and testers, to translate business requirements into technical specifications and ensure that solutions meet business needs. Develop and maintain detailed documentation, including business requirements documents, functional specifications, process flows, and user stories, to support system development and implementation. Facilitate meetings and interviews with stakeholders to elicit requirements, gather feedback, and ensure alignment between business and IT teams.

Perform gap analysis to identify discrepancies between business requirements and existing system capabilities and propose solutions to address gaps. Collaborate with project managers to define project scope, objectives, and deliverables and provide input into project planning, estimation, and prioritization. Assist in the testing and quality assurance process by defining test cases, reviewing test plans, and participating in user acceptance testing to ensure that solutions meet business requirements.

Provide training and support to end users during system implementation and rollout and develop user documentation and training materials as needed. Stay current with industry trends, best practices, and emerging technologies in business analysis and systems development, and recommend innovative solutions to address business challenges. Support SaaS Commercial-off-the-shelf (COTS) solutions as an application administrator as needed. Other assignments as needed.

Knowledge, Skills & Abilities

Proven experience as a business systems analyst or in a similar role, with a strong understanding of business analysis principles, methodologies, and techniques. Solid understanding of business processes, workflows, and operations, with the ability to analyze complex business requirements and translate them into technical solutions.

Strong analytical and problem-solving skills, with the ability to critically evaluate information gathered from multiple sources, reconcile conflicts, and decompose high-level information into details. Excellent communication and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels of the organization and across functional areas. Proficiency in requirements elicitation, documentation, and management techniques, including use cases, user stories, process modeling, and data analysis.

Experience with software development lifecycle methodologies, such as Agile, Scrum, or Waterfall, and familiarity with project management concepts and tools. Technical proficiency in business analysis tools, productivity software (e.g., Microsoft Office Suite), and project management software (e.g., JIRA, Confluence). Ability to work independently with minimal supervision, prioritize tasks, and manage multiple projects simultaneously in a fast-paced environment. Strong attention to detail and commitment to delivering high-quality work products that meet business objectives and stakeholder expectations.

Preferred Qualification

At least two years of relevant college-level course work or an Associate's degree from an accredited college or university in Information Technology, Computer Science, or a related field Three (3) to five (5) years of experience in business analysis, requirements definition, and information technology support Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Minimum Qualifications

High school graduation or equivalent and three years relevant work experience OR Associate's Degree and one year relevant work experience OR Bachelor's level degree Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Conditions of Employment

The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination.
